A training program for regulatory board members is offered in-person, online and via webinar.All training programs feature the following five modules:
Foundations of Occupational and Professional Regulation
content includes: the importance of regulatory boards; rationale for licensure; typical pro and con arguments; and an overview of trends in licensure
Roles and Responsibilities of a Board Member
content includes: board member responsibility; defining "the public interest"; requirements for service on regulatory boards; how a board member can participate effectively; the purpose of appointing public members; and ethical considerations
Administrative Rulemaking
content includes: what is a rule?; kinds of rules; authority to issue rules; when is a rule needed?; writing a good rule; avoiding problem areas; regular procedures for adopting rules; notice and publication; public comment and hearing process; and emergency rulemaking
Professional Discipline
content includes: steps in the enforcement process; characteristics of a strong enforcement process; receiving and sharing information; types of disciplinary sanctions; and practitioner impairment
Competence and Conduct
content includes: continuing education programs and their availability; criteria for MCE programs; and continued competence

The program is geared toward regulatory board and council members, staff, attorneys and other key stakeholders.
What is the cost?
Sponsoring a program: CLEAR will provide one full day of in-person training and all training materials at a flat rate of $5,000(US) for members or $6,000(US) for non-members. Expenses for up to 2 instructors are in addition. To arrange a program, contact the training division at 859-269-1601 or complete the online form.
The fee for Online Board Member Training is $75 US, though volume discounts are available by contacting CLEAR staff. After your registration is processed, you will receive an e-mail from CLEAR staff with the web address to access the online training. An interactive self-test at the end of each module helps the participant to guage whether they have understood the material. A certificate of completion is awarded to participants following submission of an evaluation form at the end of the last module.
The Board Member Training Program is also offered in-person in conjunction with CLEAR's annual conference. Registration is $225 members / $325 non-members, or discounted $125 members / $225 non-members in conjunction with annual conference registration.
Can I receive CEUs for this course?
Continuing education units are issued through Eastern Kentucky University's Division of Special Programs.
