The course consists of five training modules designed to take approximately 15-30 minutes each to complete. There are also links to additional online resources and selected bibliographies provided for additional reading. The course is self-paced, so you can visit whenever you would like to work on the course. The training modules are:

Foundations of Occupational and Professional Regulation

CLEAR’s Basic Program provides a three day, hands-on training and certification program in investigation and inspection techniques and procedures. Participants will receive:

Day One: (7:30 a.m. - 5:30 p.m.)
Check-in and registration will begin at 7:30 a.m.
Introduction and Welcome: A member of CLEAR's staff and an instructor review the NCIT curriculum and answer any questions about the training program (1 hour) Professional Conduct: Learn how to develop professional attitudes, conducts and relationships with other regulatory and law enforcement agencies (1 hour) Principles of Administrative Law & the Regulatory Process: Provides the basic guidelines to understanding administrative law and procedure and the regulatory process (2 hours)
Investigative Process: Teaches a basic understanding of the investigative process including the intake of complaints, investigative planning and the execution of an investigative plan (4 hours)

Day Two: (8:00 a.m. - 5:15 p.m.)
Principles of Evidence: Reviews sources of evidence law, types and forms of evidence and the rules and use of evidence in administrative proceedings (2 hours) Evidence Collection, Tagging & Storage: Furnishes the student with basic guidelines for gathering evidence, including proper techniques of custody and storage of evidence (2 hours)
Interviewing Techniques: Explains the proper interviewing method, how to establish rapport, and proper and improper questioning techniques. (4 hours)

Day Three: (8:00 a.m. - 5:30 p.m.)
Overview of Inspections & Inspection Procedures: Reviews the inspector’s role and the specific steps of an inspection; from planning and conducting the inspection to writing the formal report (1 hour)
Report Writing: Teaches students ways to improve factual, investigative reports. Learn how to write a report that is accurate, logical, clear, concise and complete (3 hours)
Administrative & Criminal Proceedings: Provides attendees with an understanding of the role of the prosecutor, as well as mental and physical preparation for testifying on the witness stand (2 hours)
Question and Answer Session: Attendees are invited to ask any questions that have not been answered during the course of the training (1 hour)
Examination: a multiple choice exam that tests students’ learning. A score of 70% or better, plus a year of employment with your agency/organization, qualifies the student for CLEAR certification (1 hour)

The Executive Leadership Program for Regulators is a comprehensive three-day workshop covering a broad array of topics. We discuss issues and problems associated with Creating a Positive Public Relations Program (what is the message, who is the audience, when to build media partnerships, and how to manage the medium and the message), Creating an Appropriate Relationship with the Stakeholders and Mastering the Art of Negotiation (importance of credibility, developing negotiation skills, and learning the variables that influence regulation), identifying and understanding the numerous types and styles of Regulatory Leadership, and Organizational Culture and Change.

After registering, attendees are asked to complete a brief survey so that the instructors can tailor the program to the specific needs and interests of those participating. Attendees will participate in various role-playing activities, scenarios, group-work, and discussion. In the course materials, attendees will find several valuable worksheets and checklists that they can take away and apply in their agencies and organizations.

Who should attend?
The course content is directly relevant to those in a regulatory leadership position at any level of experience. The course is also useful for marketing/communication personnel, legislators, board members, and legal counsel.

Can I receive CEUs for this course?
Continuing education units are issued through Eastern Kentucky University's Division of Special Programs.

Nashville recently endured a devastating flood which affected many neighborhoods and families across the city, but the city has rebounded and is open for business. Even at the height of the flooding, Nashville’s hospitality industry remained largely intact, the music kept playing and businesses were open. And today, the music is still playing! Attractions, hotels, and businesses are open and visitors are still enjoying all of the entertainment and amenities that Nashville is famous for!

Two affected venues which still remain closed are the Gaylord Opryland Resort & Convention Center and the Grand Ole Opry House, but the Grand Ole Opry is still playing – and never missed a show following the flood! The Opry is currently playing at the historic Ryman Auditorium and other venues around the city. The Opry House will reopen October 1^st in time to celebrate the Opry’s 85^th Anniversary.

Investigators are called upon to apply professional judgment to ever-changing factual situations as they perform their duties. These discretionary decisions coupled with the authority possessed by an investigator during the investigatory stage can have very real consequences for all parties involved including the regulant, the department or agency the investigator represents, and the investigator. There is a need to ensure that the investigator understands the importance of maintaining high ethical standards in carrying out his or her duties including the exercise of professional judgment. This course is designed to provide students with an advanced understanding of guidelines for ethical behavior as a regulatory investigator. The course will (i) review models for professional conduct and behavior by examining ethical standards established by statute or governmental policy and professional ethical standards, (ii) explore the concepts of conflict of interests and scope of liability as they relate to public employment in general and the work of the investigator specifically, and (iii) consider practical applications of ethical dilemmas through case studies and scenarios.

What is CLEAR's Midyear Business Meeting?
Each year in January, CLEAR's committees and Board of Directors meet to conduct the business of the association, continue work on current projects and plan for the upcoming annual educational conference. Session proposals are reviewed and the first draft of the 2011 conference program will be finalized while in Albuquerque.

Who Should Attend?
CLEAR's committee members should plan on attending the meeting, while other members of the association are welcome to participate. Signing up for a committee can be accomplished by completing this form.

What are the Costs Involved in Attending?
There are no registration fees for the meeting. Attendees are simply responsible for travel and hotel costs. Attendees are asked to register for the meeting to assist with logistical arrangements.

Principles of Evidence: Reviews sources of evidence law, types and forms of evidence and the rules and use of evidence in administrative proceedings (2 hours)
Evidence Collection, Tagging & Storage: Furnishes the student with basic guidelines for gathering evidence, including proper techniques of custody and storage of evidence (2 hours)
Interviewing Techniques: Explains the proper interviewing method, how to establish rapport, and proper and improper questioning techniques. (4 hours)

Day Three: (8:00 a.m. - 5:30 p.m.)
Overview of Inspections & Inspection Procedures: Reviews the inspector’s role and the specific steps of an inspection; from planning and conducting the inspection to writing the formal report (1 hour)
Report Writing: Teaches students ways to improve factual, investigative reports. Learn how to write a report that is accurate, logical, clear, concise and complete (3 hours)
Administrative & Criminal Proceedings: Provides attendees with an understanding of the role of the prosecutor, as well as mental and physical preparation for testifying on the witness stand (2 hours)
Question and Answer Session: Attendees are invited to ask any questions that have not been answered during the course of the training (1 hour)
Examination: a multiple choice exam that tests students’ learning. A score of 70% or better, plus a year of employment with your agency/organization, qualifies the student for CLEAR certification (1 hour)

About the International Congress
CLEAR’s Second International Congress on Professional and Occupational Regulation will bring together the international community of regulators and those affected by their work. Focusing on three broad themes, this dynamic and interactive forum will provide attendees information about latest innovations and developments, an opportunity to share challenges and solutions, and offer valuable networking opportunities with international colleagues from both health and non-health sectors.

Congress Themes
Workforce Planning and Entry to Practice will focus on the role economic pressures and workforce shortages are playing in the regulation of professions and occupations. Barriers to labor mobility will be considered, as will the challenges in ensuring both technical and cultural competence. Attendees will hear directly from professions who are modeling mobility, as well as those moving in this direction.

The Regulatory Continuum and the Role of the Regulator will ask: who regulates, how is this task carried out, and is there an optimal model? The role of the profession/occupation will be considered, as will the part government and other critical stakeholders play. The latest trends in roles, structures, and levels of oversight will be reviewed and discussed and will include an update of legislative changes in Canada, Europe, and the United States.

Ensuring Continuing Competence will review the role of the regulator in ensuring competence. The variety of approaches taken by jurisdictions and professions will be discussed, with information provided about processes, rationale, and the latest trends.

The themes of the Congress are pertinent to regulators regardless of which profession(s) or occupation(s) they regulate.
