Maine bill updates language about substance abuse

A bill proposed in Maine would better define terminology in the Maine Health Security Act, replacing the term "habitual drunkenness" with "use of alcohol or drugs that may indicate a substance abuse disorder."  The proposal also broadens the authority of licensing boards to take action if a medical professional's substance use "may" endanger a patient, as opposed to the current more restrictive language "is foreseeably likely to" endanger patient safety.
