Second International Congress on Professional and Occupational Regulation
Call for Session Proposals/Abstracts
CLEAR invites your involvement in the International Congress program, and is accepting session proposals relating to the following critical issues in professional and occupational regulation.  To ensure consideration, proposals should reach CLEAR's office by September 13, 2010.

Workforce Planning and Entry to Practice will focus on the role economic pressures and workforce shortages are playing in the regulation of professions and occupations. Barriers to labor mobility will be considered, as will the challenges in ensuring both technical and cultural competence. Attendees will hear directly from professions who are modeling mobility, as well as those moving in this direction.

The Regulatory Continuum and the Role of the Regulator will ask: who regulates, how is this task carried out, and is there an optimal model? The role of the profession/occupation will be considered, as will the part government and other critical stakeholders play. The latest trends in roles, structures, and levels of oversight will be reviewed and discussed and will include an update of legislative changes in Canada, Europe, and the United States.

Ensuring Continuing Competence will review the role of the regulator in ensuring competence. The variety of approaches taken by jurisdictions and professions will be discussed, with information provided about processes, rationale, and the latest trends.

The themes of the Congress are pertinent to regulators regardless of which profession(s) or occupation(s) they regulate.  CLEAR is looking for expert speakers on given issues.

Possible areas of focus include:
- labour mobility

- imposed limits on professional self-regulation

- appropriate models of regulation for new/emerging professions
- how much regulation is enough? What is needed to ensure public protection?
- fraudulent credentials
- varied ethical paradigms worldwide and their affect on regulation
- identifying indicators of public confidence
- appropriate measures to ensure only those who should be practicing are doing so
- cultural diversity
- reciprocity
