Call to Order
Ronald Dalrymple
called the meeting to order at 9:15 a.m. Eastern Time and asked those present to introduce themselves. The committee then reviewed the minutes of January 7, 2000.

Minutes of the January 7, 2000 meeting of the Education and Training Committee
On a motion from Mary Romelfanger, and with a second by Bonnie Rhea, the minutes were approved as presented. The committee then turned to reports from each of the committee’s four subcommittees.

Training and Development Subcommittee
Mary Romelfanger
asked that her report be deferred until after the meeting of the Training and Development Subcommittee that would take place later in the day.

International Relations Subcommittee
Carl Williams
reported that the subcommittee would be reviewing the international sessions that would be held at the conference: Global Revolution of the Professions, International Roundtable and Foreign Degree Compatibility. In addition, he said that the subcommittee would consider ways to ensure greater international attendance at CLEAR’s annual conference.

National Certified Investigator/Inspector Training (NCIT) Subcommittee

then reviewed the items that the NCIT Subcommittee would consider. She noted that per the instruction of CLEAR’s Board of Directors, further exploration of the offering of NCIT modules via distance learning would be tabled until a curriculum review had been completed. She continued that the subcommittee members would be considering proposed changes to three NCIT modules: (Basic) Administrative Law and the Regulatory Process, (Basic) Principles of Evidence, and Advanced Evidence. She concluded by stating that the subcommittee will also consider a revised NCIT instructor evaluation policy.

Publications Subcommittee

reminded the Committee that the Publications Subcommittee had been unable to meet at the 2000 mid-year meeting. She noted however, that a meeting via conference call had occurred shortly after, and had agreed that CLEAR’s Resource Briefs would now be published on the web site in the new Member Section, with paper copies available upon request. She added that the idea of publishing an abstract of the annual conference sessions had been dropped due to the difficulty in collecting all abstracts prior to the meeting.

CLEAR Web page
Adam Parfitt
then gave the committee a brief report on work being done to CLEAR’s web site. In particular, he drew attention to the plans for the member section of the web site that will shortly be accessible by CLEAR’s membership. He noted that this would contain a searchable threaded discussion forum, a listing of CLEAR’s membership, minutes from recent CLEAR committee meetings. Resource Briefs, a directory of regulatory and licensing officials listed by both profession and jurisdiction, CLEAR’s bylaws and policies ad procedures. Committee members indicated their enthusiasm about these developments and said they looked forward to being able access these new services.

There being no further business, at 9:45 a.m. Eastern Time the meeting was adjourned until the meetings of the subcommittees were completed.

At 5:30 p.m. Eastern Time the meeting was again called to order and Chair Dalrymple asked for reports from the subcommittees.

Training and Development Subcommittee
Mary Romelfanger
reported that the subcommittee had reviewed the Board Member Training agenda for the 2000 program and was suggesting a revised format for the 2001 conference. This might include a morning of sessions on the first day of the conference, with the remaining sessions being included as part of the conference program over the next two days. A roundtable could be held towards the end of the conference as a wrap-up session for new both new board members and those taking part in the Board Member Training Program. She also noted that the subcommittee was suggesting that the Program Committee assign a designation to each conference session in the program description as to whether the level of the session was targeted at those with basic, intermediate or advanced knowledge in the topic that was being discussed.

Publications Subcommittee

said that the subcommittee had reviewed the proposed content of the member section of the web site and the latest online edition of CLEAR News. She indicated that the subcommittee was pleased with the proposals and with the latest edition of the newsletter. In addition, she noted that the subcommittee was proposing a more limited solicitation for potential Resource Briefs. This may be carried out on an as-needed basis, and suggested a quarterly call for proposals. She added that any submissions will be reviewed and a decision taken on whether to publish within a four-month time frame. The subcommittee felt that the online discussion forum and the information contained in the ‘Professional Regulatory Trends’ could also provide suggestions for the topics of future Resource Briefs.

Having attended the Exam Resources Advisory Committee (ERAC) meeting, Ms. Greenberg provided the committee with a brief update on what had taken place. The committee is to shortly conduct a survey asking members for topics that would warrant the production of a larger monograph document. The committee also suggested using the ‘Professional Trends’ area of the web site and the Discussion Forum to produce ideas for suggested topic areas. Finally, the latest issue of CLEAR Exam Review is about to be released and the committee discussed how to involve non-CLEAR members in producing articles for upcoming issues.

National Certified Inspector/Investigator Training (NCIT) Subcommittee

stated that the subcommittee had approved a new instructor evaluation policy, as well as curriculum revisions to both the Basic and Advanced NCIT programs. In addition, the subcommittee proposes that a consultant be used to review the entire NCIT curriculum and overheads, and present recommendations prior to implementation. Finally, the subcommittee also discussed the work being done to build an examination item bank for the NCIT Basic Program. The subcommittee was told that all of the NCIT Basic examination would be reviewed by the time of the mid-year meeting.

International Relations Subcommittee
At the request of Chair Williams, Adam Parfitt made the report from the International Relations Subcommittee. He stated that the subcommittee had reviewed the international sessions at the CLEAR annual conference, and had made suggestions about the format of the International Roundtable session. The subcommittee also has appointed a liaison to work with the Program Committee to ensure an international element and perspective is included in the overall program. In addition, the subcommittee suggested including in the conference session descriptions an indication as to the target audience of each session (for example geographical area and profession). Finally, the subcommittee agreed to work on a marketing strategy whereby each member of the subcommittee will provide two suggestions of a group/person to be sent the conference flyer. The members of the subcommittee will then personally follow up with a phone call to walk through the conference program.
