Co-chair Bonnie Rhea called the meeting to order at 3:25 p.m. Eastern Time and asked for a review of the agenda. Faye Lemon said that she would like to discuss the time allocation for some of the NCIT Basic modules. With no further additions, the subcommittee then turned its attention to a review of the minutes from its last meeting.
Review of the minutes from the January 7, 2000 meeting of the subcommittee
On a motion from Sandy Barton, with a second from Jayne Bunn the minutes from the January 7, 2000 meeting of the subcommittee were unanimously approved.
Adam Parfitt then briefly reviewed the NCIT programs that had been held since the last meeting of the subcommittee. He reported that Basic NCIT programs had been held in Madison (WI), Austin (TX), Raleigh (NC), Scottsdale (AZ), Miami (FL) and Sacramento (CA) and that Specialized offerings had occurred in Austin (TX), Raleigh (NC), Scottsdale (AZ), and Miami (FL). In addition, potential programs for Raleigh (NC), Boston (MA) and Winnipeg (MB) are in the early planning stages.
NCIT Distance Learning
The subcommittee then discussed potentially offering some or all of the NCIT programs via distance learning methods. Lisa Hahn noted that the Board of Directors has tabled this idea, something she feels is appropriate until the curriculum revisions have been completed. Pam Brinegar noted that one NCIT module, Advanced Internet Use, is being worked on by Bob Stonehill and an early draft has been placed online at Blackboard.com.
Case Studies Available for NCIT Instructors
Amigo Wade then introduced some case studies that he had prepared for use by NCIT instructors. He noted that instructors are able to choose which case studies to use, and he would like to encourage collection of a bank of case studies to be made available to instructors. Furthermore, he stated that it was vital that all case studies include a rationale, and any suggested answers to questions asked. President Guffey added that a bank of overheads for each of the NCIT modules is also available for instructors to use, and that these are housed at CLEAR’s offices in Lexington. Ron Dalrymple stated that it was important that instructors feel able to bring in their own examples if they choose. On a motion from Amigo Wade, and with a second from Jayne Bunn, it was unanimously agreed that:
any practical exercises or case scenarios, including the objectives and suggested outcomes, as well as any audio-visual aids used by NCIT Basic and Specialized instructors for existing modules, should be provided to staff for inclusion in the instructor manual and curriculum.
NCIT Curriculum Revisions
Donna Mooney then provided an overview of the revisions to the Principles of Administrative Law and the Regulatory Process and Principles of Evidence modules that were being suggested by her workgroup. Adam Parfitt also reviewed the suggested revisions to the Advanced Evidence curriculum that had been provided by the work group led by Gail Siskind. Also introduced before the committee was a proposal to revise the schedule for the Basic NCIT program, to take account of the recommendations of the working group that reviewed the Principles of Administrative Law and the Regulatory Process module.

Lisa Hahn stated that she believed there is still a great deal of work that needs to be done and that a professional trainer or educator should be hired to review the entire Basic and Specialized curriculum. Rose McCool noted that any recommendations made by the consultant should come back before the subcommittee prior to being implemented. On a motion from Ms. McCool, with a second by Sandra Barton, it was unanimously agreed to:
recommend to the Board of Directors that funding be approved to hire a consultant to review the NCIT (Basic and Specialized) curriculum and training manual in collaboration with the NCIT subcommittee.
Instructor Evaluation Policy
Adam Parfitt then provided the subcommittee with an overview of suggested changes that have been proposed to the NCIT instructor evaluation policy. He noted that two similar revisions to the policy were being proposed and drew the attention of those present to the differences between the policies. On a motion from Jayne Bunn, with a second from Sandy Barton, it was unanimously agreed that:

The subcommittee asked that an item be placed on the agenda of its mid-year meeting that would involve an update being given on how the new policy is working.
Instructor Application Form
Adam Parfitt then reviewed the proposed NCIT instructor application form, noting that this would be placed on CLEAR’s web site and was also available by fax. On a motion from Rosemary McCool, with a second from Ronald Dalrymple, it was unanimously agreed:
to approve as presented the instructor application form for Basic and Specialized NCIT programs.
Examination Item Bank
Rose McCool then reviewed the work that was being done by the NCIT examination item writers. She noted that the three members of the working group (Ronald Dalrymple, Faye Lemon, and herself) had met with Paul Naylor and agreed to hold conference calls prior to the mid-year meeting to go through the NCIT Basic examination. She stated that she hoped that a complete review of the Basic examination would have been completed by the time of the mid-year meeting of the subcommittee.
There being no further business, the meeting was adjourned at 5:25 p.m. Eastern Time.
