Investigator Training Program, Summary Report to the Governor's Office, Washington State Department of Personnel, June 2002. In 1998, Washington Governor Gary Locke issued an executive order mandating in part that agency investigators receive training as offered or approved by the state Department of Personnel. This training was provided both by CLEAR and by a Texas-based consulting firm. The Department of Personnel recommends continuing the executive order. California's Open Door Providers: Ten Case Studies of the Health Care Workforce, California Workforce Initiative, Center for the Health Professions, University of California San Francisco, July 2002. The report says that because of their patient populations and funding sources, open door providers face particular challenges in both hiring and retaining workers. The case studies include five public hospitals and five community and free clinics, all in California. A PDF version of the report may be downloaded from the center's website. The report's co-authors are C. Dower, T. MNcRee, B. Briggance, J. Vance and E. O'Neil.
