PRESIDENT'S MESSAGE  TO THE MEMBERSHIP

This has been an extremely busy and productive year for CLEAR. I entered my presidency on a bittersweet note following the events of September 11 and the forced cancellation of CLEAR's September 2001 conference. As you all know, CLEAR's leadership decided to reschedule the canceled meeting and held a successful conference in early January 2002. And here we are again, in what seems like no time at all, preparing for another September conference, just as we have done for the past 21 years. We are grateful that the CLEAR family has remained intact and loyal through what has been an extraordinary year for everyone.

In order to meet the special challenges posed by growing resource restrictions, I kicked off a campaign to RECRUIT, RECLAIM and RETAIN members. During the past twelve months, much has been accomplished to enhance the value members get from CLEAR membership. To quickly recap, the highlights include:

®  Forming CLEAR's Associated Regulatory Investigators online group

®  Publishing CLEAR's online board member training course with modules on
    - The History and Purpose of Professional Regulation
    - The Role of a Board Member
    - Administrative Rulemaking
    - Licensure Examinations
    - Professional Discipline
    - Continuing Competence

®  Expanding and improving CLEAR's Web site by
    - Translating key sections of the Web site into Spanish and Japanese
    - Adding a Frequently Asked Questions on Measurement Issues section to CLEAR's Web site
    - Redesigning the gateway
    - Improving visitor accessibility by eliminating the members-only section
    - Placing presentations from the January 2002 conference online

®  Accepting an invitation to visit Ireland's regulatory agencies

®  Establishing the curriculum and developing modules for a Leadership Training Program

®  Initiating development of online investigator training modules on Drug Diversion and on Sexual Misconduct

®  Planning a terrific conference, workshop on ethics, and board member training for the September 2002 meetings. We also began offering continuing education units for those completing the annual conference professional discipline track

®  Holding 6 basic and 4 specialized NCIT programs

®  Conducting a board member training program for the Washington, DC Department of Consumer and Regulatory Affairs

®  Exploring offering an investigative training program for the Archdiocese of Ontario

®  Marketing CLEAR training products to municipal and county officials and other likely markets 

®  Planning for a 2003 regional conference in Richmond, Virginia

®  Planning a trip to the Conseil Interprofessionnel du Quebec

It is with sincere pride in what we've accomplished together this year and with an absolute certainty that you'll continue doing what it takes to keep CLEAR as the undisputed premier organization for professional and occupational regulators that I turn over the presidency to Mack Smith. You certainly can't ask for a more steady hand at the helm than his. I'd also like to welcome Deanna Laws as the President-Elect. It seems a fitting transition that she will assume the presidency following CLEAR's annual conference in her own city of Toronto. I must thank Lisa Russell Hahn for overseeing preparations for the rescheduled conference held in January as I was preparing for the January business meeting held at the same time. Finally, thank you, the membership, for the opportunity to once again serve as your President. I will still be here and still be ready to pitch in wherever the need arises.
