Iowa: proposed consolidation and moratorium on rule-making

Iowa's governor is proposing a consolidation of the state's 37 cabinet-level state agencies into 16, perhaps merging all 11 professional licensing agencies under one licensing division to include health and occupational licenses. She has also signed an executive order placing a four-year moratorium on state agencies drafting new administrative rules. The executive order also requires a cost-benefit review of all current rules and regulations.
