Proceedings from CLEAR's

National Summit on State Regulation of Health Professionals in the 21st Century:

From Dialogue to Action

CLEAR's Summit was held May 11-12, 1999 in Atlanta, Georgia and focused on three crucial areas of importance: board and governance structure, scopes of practice, and continuing competence, using as a catalyst for action the 1998 report of the Pew Taskforce on Health Care Workforce Regulation, Strengthening Consumer Protection: Priorities for Health Care Workforce Regulation. Major leaders from state regulation, the federal government, professional associations, consumer groups and the healthcare community presented sessions at the summit. Trained facilitators led attendees in breakout sessions as they discussed ways to develop and implement operational models and pilot studies.

Listed below is a copy of the summit program with links to the proceedings for each session. CLEAR thanks the presenters for their willingness to allow a copy of their presentations to appear on this web site. Where possible the handouts provided to attendees are also included.

On July 12, 1999 members of the Steering Committee, attendees of the summit and breakout session moderators met in Washington D.C. to develop a tentative strategic plan to follow-up on the work done at the National Summit. The strategic plan can be viewed here and it will be discussed at CLEAR's annual conference in Portland, Oregon.

Please note: the views expressed by the presenters are not necessarily those of the Council on Licensure, Enforcement and Regulation (CLEAR). For further details see our disclaimer.
