ABOUT THE CLEAR PROGRAM COMMITTEE

The Program Committee develops and presents the program of the annual meeting and other program-related projects as may be assigned by the Board of Directors. The three subcommittees of the Program Committee are Credentialing and Exam Issues, Policy and Administration, and Professional Discipline. The planning process for the annual conference begins the preceding October, with a solicitation of session proposals. Topics must be submitted for consideration no later than the midyear meetings and are evaluated at that time. Program schedule and coordinator assignments for the upcoming annual meeting are usually completed by the end of the midyear meeting.

Annual Conference Policies
CLEAR shall not assume financial risk for a host state event, and the Executive Director not approve a host state event unless a sound "pay as you go" financial plan is in place.

Speakers at the annual meeting who are not members of CLEAR may receive a waiver of the conference registration fee. Members who are also speakers shall not have their registration fees waived.

Legitimate members of the media are to be exempted from all fees or costs of attending CLEAR events.

Allocation of funds budgeted and approved for annual conference speakers requires the approval of the Executive Committee (President, President-Elect, Immediate Past President and Executive Director) as well as the Program Committee Chair or Co-Chairs. Such funds are intended to ensure program excellence by supporting first, a keynote speaker; second, a luncheon speaker; and third, various speakers in each of the three program tracks.  In general, funds should not be distributed to more than one speaker per session; however, the Program Committee Chairs may make an occasional exception if they deem that doing so is essential to providing a balanced, excellent program. 

Program Subcommittee Mission Statements
Credentialing and Exam Issues Subcommittee
The Credentialing and Examination Issues Subcommittee is responsible for planning and implementing conference sessions designed to inform, provoke discussions, and explore new issues related to all aspects of certification and licensing examinations. These topics may include such items as: job analysis, test development and validation, standard setting, test administration, scoring and analysis, score reporting, and examination challenges/defense.

Policy and Administration Subcommittee
The mission of the Policy and Administration Subcommittee is to 1) educate CLEAR members through a balanced program track consisting of non-technical management and administration as well as technical management topics presented at all levels, from basic to advanced; and 2) examine trends and relationships between federal and state/provincial legislative and political processes as they relate to regulatory policy making.

Professional Discipline Subcommittee
The Professional Discipline Subcommittee develops, presents, and evaluates sessions for the national CLEAR conference that both educate the participants in the professional discipline process and enhance knowledge and skills for better on-the-job performance by participants in the professional discipline process. The professional discipline process (for purposes of the subcommittee) means the entire process by which the state/province/government entity (1) receives information pertaining to possible violations of law by a member of a regulated group (or a person who purports to be a member of a regulated group), (2) investigates the information received, and (3) makes an appropriate case disposition.
