Candidate for the Office of President-Elect

Bruce Matthews
Bruce Matthews is Deputy Registrar, Regulatory Compliance, at Professional Engineers Ontario (PEO). Bruce oversees the investigation and prosecution of complaints against engineers, and directs the prosecution of allegations of unlicensed engineering practice. He is also responsible for PEO’s Alternative Dispute Resolution and Fees Mediation processes. Prior to joining PEO, Bruce worked as an engineer / manager in the aerospace, defence and nuclear power industries. A member of the CLEAR Board since 2007, Bruce is Co-chair of the Administration, Legislation and Policy subcommittee and he chaired the organizing committee for the recent “Consumer Protection through Professional Regulation” symposium in Toronto.

Candidates for Regular Member Positions on the Board of Directors

David Christian
David Christian is an Assistant Deputy Director of the South Carolina Division of Professional and Occupational Licensing. His responsibilities include: assessments, modifications, improvements and strategic planning for over 400 different licensing types, and approximately 300,000 individuals and businesses. He is also responsible for the management of compliance of licensees with Board orders and for reporting mandated reporting requirements to both local and national entities. Mr. Christian has over 25 years of public service with more than 20 of those years serving in a managerial capacity for various licensing bodies and the United States Army.  An active CLEAR member, David serves as vice-chair of the Regulatory Agency Administrators Special Interest Group.

 

Darrel Crimmins
Darrel Crimmins is the Deputy Director of the Bureau of Enforcement and Investigation (BEI) with the Pennsylvania Department of State.  BEI conducts investigations and inspections for the various bureaus within the Department including 29 licensing boards and commissions under the Bureau of Professional and Occupational Affairs.  His seventeen year tenure with BEI follows a ten year career with the U.S. Army as a Counterintelligence Special Agent.  An active CLEAR member, Darrel has served on numerous committees and is an instructor for NCIT.  Darrel looks forward to continuing to support the success of CLEAR as an active committee member and a member of the Board of Directors.

 

Steve Hart
Steve Hart is a registered pharmacist who serves as the Pharmacy Inspections and Investigations Coordinator for the Kentucky Board of Pharmacy. Steve’s responsibilities include investigations and routine inspections of permit holders including pharmacists and working closely with other state and federal agencies during investigations. He coordinated the development and implementation of inspection software to provide an electronic means to conduct, store and retrieve inspections. Steve is also responsible for the training of inspectors and updating of inspection technology. He currently serves on CLEAR's NCIT and Compliance and Discipline subcommittees and the Regulatory Agency Administrators Special Interest Group.

Richard Morales
Richard Morales is Section Director, Healthcare Section, at the Colorado Division of Registrations. The section oversees the regulation of 12 program areas including nursing, medical, pharmacy, podiatry, dental and veterinary. Mr. Morales is responsible for the efficient management of the section; the enforcement of statutes, rules and policies; the development of appropriate regulatory policy and the section’s legislative approach. At the Division of Registrations he previously served as Section Director for the Health Services Section and Program Director at the Mental Health Section. Prior to joining state government, Mr. Morales served in senior roles in the private and nonprofit sectors.

 

Marc Seale
Marc Seale has been the CEO and Registrar of the United Kingdom Health Professions Council (HPC) since 2001. The HPC is based in London, England and licenses 205,000 health professionals from 15 professions including physical therapists, podiatrists and psychologists. The organization is independent of Government and is self-funding. An active CLEAR member, Marc currently serves on the International Relations Committee and the Credentialing and Licensing/Examination Issues subcommittee. He has attended and presented at three CLEAR conferences and is contributing to the planning of the forthcoming CLEAR International Congress to be held in London in July 2011.
