INITIATIVE TO ENHANCE CONSUMER
PROTECTION THROUGH EFFECTIVE AND EFFICIENT STATE REGULATION
This document was produced during a meeting of
members of the National Summit Steering Committee, breakout session moderators
and attendees of the Summit. It is a suggested strategic plan and will be
further discussed on Wednesday September 1, 1999 during CLEAR's annual conference

Mission
Establish a national resource center to promote
activities that enhance consumer protection through effective and efficient
regulation of health professions.
Goal I
Increase
communication among stakeholder that may include but not be limited to the
following:
- Consumers
- Public Members in Regulation
- Regulators
- Accreditation
- Academia
- Credentialing Bodies
- Professional Associations
- Legislators
- Employers
- Third Party Payers
- Federal Government
Note: This list is dynamic and may change as the environment and issues
change
Action Steps:
Create a consortium of representative stakeholders
- Provide a forum for dialogue and exchange of information
- Identify relevant issues
- Develop a national agenda
Design and maintain mechanisms for on-going communication
Goal II
Collect
and disseminate information on health care professions' regulation
Action Steps:
- Determine characteristics of a new or existing organization to manage
information flow
- Select organization
- Secure funding to support the collection and dissemination of information
- Create a Clearinghouse
Goal III
Promote
research on health profession regulation issues
Action Steps:
- Establish a national research agenda
- Set priorities
- Identify and secure funding resources
- Track research
- Dissiminate findings
Goal IV
Create
an educational agenda based on a national needs assessment
Action Steps:
- Develop educational tools
- Conduct educational activities
- Establish an Educational Institute (to include how it will be financially
supported)
Note: This would include marketing to consumers and agencies within the
regulatory system.
In order to accomplish these four goals and action steps, a Facilitating
Organization will need to be identified to ensure the goals are
accomplished. This organization should have the following characteristics:
- Must have a 501(c)(3) status or another type of status that could accept
grants and/or donations.
- Should be non-governmental and have a national focus of state regulation.
- Does not represent any one particular stakeholder.
- Has the administrative and managerial capability to facilitate the process
Examples of organizations that may meet the above criteria are:
- An academic center with a focus on health policy
- The Center for Health Professions, UCSF
- CLEAR
- FARB
- Citizen Advocacy Center
- A Foundation
