Conference Recap
The theme for CLEAR's
2004 annual conference was 21st Century Regulation: "Show Me" What
Works. And that's just what these conference sessions aimed to
do. Over 400 attendees participated in three days of educational workshops,
lectures, presentations, and roundtable discussions.

Virginia Institutes Sanction Reference Point System
In July 2004, the Virginia Board of Medicine adopted
what is apparently the first United States sanction reference point system
for regulatory disciplinary cases. In preparation, the Virginia Board of Health
Professions spent two years collecting and analyzing data on the board's
sanctions for a six-year period. Over 100 different factors were collected
for almost 500 cases.

November
11, 2004 saw the Internal Market and Social Affairs Committees of the
European Parliament hold public hearings on the draft Directive on
Services in the Internal Market. As reported previously, the proposed
directive aims to provide a legal framework for the removal of
unnecessary barriers to trade across the EU member states.
