Candidate for the Office of President-Elect

Kym Ayscough

Kym Ayscough is Executive Director of Regulatory Operations for the Australian Health Practitioner Regulation Agency (AHPRA); a national regulator for more than 650,000 health practitioners across 16 professions. In this role she has accountability for national delivery of core regulatory functions of registration, notifications (complaints), compliance and legal services.


Kym’s first CLEAR event was the International Congress held in Dublin, Ireland in 2009. Since then, she has completed the Executive Leadership Program for Regulators and was instrumental in introducing a modified version of the National Certified Investigator Training program in Australia. Kym has contributed as a panel member and presenter at CLEAR’s Annual Education Conferences in New Orleans, Portland and Denver and International Congress in Amsterdam and Melbourne. She has been a member of the CLEAR Board since 2016 and is currently in her second term as Chair of the CLEAR International Relations Committee. Kym is also member of the Regulatory Agency Administration Committee. She is working with CLEAR on preparations for a regional symposium in New Zealand to capitalise on the excellent feedback from attendees at the International Congress in Melbourne, Australia in 2017.



Candidates for the Regular Member Positions on the Board of Directors


Ida Darragh (incumbent)

Ida is a midwife in the state of Arkansas, licensed since 1985 and nationally certified since 1996. She has served in various capacities on the Midwives Advisory Board of the Arkansas Department of Health since 1985. She has served on the board of the North American Registry of Midwives since 1998 and is currently the executive director and the director of test development. Ida has been a member of both ICE and CLEAR since 2002, serving on the National Commission on Certifying Agencies from 2006-2012 the Standards Revisions committee (2013-14), and the Accreditation Services Council (2017-present. She received the designation Credentialing Specialist in 2015. With CLEAR, Ida has attended almost every yearly conference and mid-year meeting since 2002, and has served on the Examination Resources and Advisory committee (several times as chair or co-chair), the Testing and Credentialing Program committee, and the Awards committee.



Line Dempsey

Line Dempsey is the Senior Investigator with the NC Dental Board.  Since 2003, his duties include interviews, evidence collection, report writing, development of hearing exhibits, along with testifying at Formal Hearings. Line attended both NCIT Basic and Specialized Courses, and is an instructor since 2006. 


Line has presented at the CLEAR Annual and Regional conferences over the last decade.  He is the Chair for the NCIT Committee and also serves at the pleasure of the CLEAR Board on the Strategic Plan Working Group.  Additionally, he is the Host & Moderator of the CLEAR Podcast - Regulation Matters: A CLEAR Conversation.

Ronne Hines

Ronne Hines is the Director of the Division of Professions and Occupations with the Colorado Department of Regulatory Agencies. Ronne joined the Division in 2008 and was appointed to this role in 2016. She is responsible for the oversight and leadership of the Division, an umbrella agency, which regulates more than 50 professions and over 400,000 licensees.


Ronne has been active in CLEAR since coming to DORA, including attending conferences, participation on committees, presenting at CLEAR annual conferences, and serving as a moderator at CLEAR sessions. She is currently the Chair of the Administration, Legislation and Policy Committee, and a member of the Annual Conference Program Committee and the Executive Leadership Program for Regulators Committee.


David Ingram

David Ingram is the Executive Director of the Ohio Board of Embalmers and Funeral Directors, a position he has held since 2017. In this role, he implemented a consumer protection fund designed to reimburse consumers who suffer financial loss from licensee misconduct. He also developed the new online tracking system for all funeral contracts sold in Ohio. His experience also includes drafting public policy and administrative rules and conducting stakeholder outreach. David previously battled Ohio's opioid epidemic while serving as Interim Executive Director of the Ohio Chemical Dependency Professionals Board and Associate Legal Counsel of the Ohio Board of Pharmacy.



Micah T. Matthews (incumbent)
Micah assumed the role of Deputy Executive and Legislative Director at the Washington State Medical Commission in 2014. His current areas of focus include legislation, budget, and telemedicine. Micah participates in multiple industry groups including CLEAR and FSMB.

Micah holds a B.S. of International Business from Arkansas State University, spending time in the Costa Rica and the United Kingdom studying language, culture, and economic systems. He holds a Master of Public Administration with an emphasis in health policy and completed the Certified Public Manager program through University of Washington. Micah and Megan have been married for two years and welcomed the newest edition to their family, baby Naomi Rose in May of 2018.


Raquel Rivera

Raquel Rivera is the Investigations Manager at the Arizona Medical Board and Arizona Regulatory Board of Physician Assistants. Raquel started with the Board as a Senior Medical Investigator in 2012 and was promoted to Investigations Manager in July 2016.  Raquel is certified in CLEAR’s Basic and Specialized programs and is designated a Certified Medical Board Investigator by the Administrators in Medicine.  Raquel supports CLEAR's mission and is experienced in policy development, organizational outreach, and curriculum development. Raquel has a Master of Public Health from Grand Canyon University and is honored to bring her public health knowledge to professional regulation. Raquel would appreciate the opportunity to bring her experience, skills, and knowledge to the CLEAR Board of Directors to assist with progressive curriculum development for regulators and increase the marketing and promotion of CLEAR's services and membership.



M. Daniel Roukema

Daniel is Senior Advisor, External Communications, with the Real Estate Council of Ontario. He was previously Director of Communications at the Condominium Authority of Ontario, the Condominium Management Regulatory Authority of Ontario, and the Immigration Consultants of Canada Regulatory Council.


Daniel is the 2016 recipient of CLEAR’s Consumer Protection Award. He is a faculty member for the Executive Leadership for Regulators program, serves as Vice-Chair of CLEAR’s Executive Leadership for Regulators Committee, and is a member of the International Relations Committee. Daniel has attended CLEAR events in Portland, Denver, and Scottsdale; Halifax and Toronto in Canada; and the recent International Congress in Melbourne, Australia.


He has been a member of almost a dozen not-for-profit boards in the past 20 years and brings extensive experience in strategic organizational development and governance.
