Candidate for the Office of President-Elect

Ronne Hines

Ronne Hines is the Director of the Division of Professions and Occupations with the Colorado Department of Regulatory Agencies. Ronne joined the Division in 2008 and was appointed to this role in 2016. She is responsible for the oversight and leadership of the Division, an umbrella agency, which regulates more than 50 professions and over 475,000 licensees.

Ronne was elected to CLEAR's Board of Directors in 2018 and has been active in the organization since coming to DORA. She served as Chair of the 2018-19 Program Committee, and is also a prior Chair of the Administration, Legislation and Policy Subcommittee. Ronne has served on numerous CLEAR committees, and presented at several CLEAR conferences and events. 




Candidates for the Regular Member Positions on the Board of Directors


Lise Betteridge

Lise was appointed Registrar and CEO of the Ontario College of Social Workers and Social Service Workers in September 2015, after serving for the previous 5 ½ years as Director of Professional Practice, Deputy Registrar and Acting Registrar. Prior to working in a regulatory role, Lise held management and clinical positions in diverse healthcare settings. She is currently the Acting President of the Canadian Council of Social Work Regulators (CCSWR) and an active member of the Association of Social Work Boards (ASWB). At CLEAR, Lise is current Chair of CLEAR's Administration, Legislation and Policy Subcommittee and a faculty member for the Executive Leadership Program.

Corinne de Bruin

Corinne is Executive Director, Registration Services, at the College of Physicians and Surgeons of British Columbia, serving in this role since January 2016. She is responsible for the oversight and leadership of the registration department, the licensure of physicians in compliance with the Health Professions Act (HPA), College Bylaws, and policies and procedures. This involves oversight and leadership of credentialing, licensing, certificates of professional conduct, assessment program, policy and operations, strategic planning, and stakeholder engagement. Prior to joining the College in 2012 she held management positions at the Ministry of Finance, Workers’ Compensation Board and Legal Services Society. Active on CLEAR committees for several years, Corinne is current Chair of the Regulatory Agency Administration Committee.

Michael Carpenter

Michael is the Chief Executive Officer of the Australian Psychology Accreditation Council, which is one of the organizations involved in the regulation of health professionals in Australia.  Prior to that he held senior roles with the Australian Dental Council and the Australian Federal Government’s higher education regulator (TEQSA). 

An engineer by background, and originally from the UK, Michael has an MBA from Melbourne Business School and is a graduate of the Australian Institute of Company Directors.  He is a regular attendee and presenter at the Annual Education Conference, is Vice Chair of CLEAR’s Regulatory Agency Administration Committee and a member of its Board Member Training committee.

John-Paul Ellson

John-Paul (J.P.) is the current Executive Director/Registrar and General Legal Counsel for the British Columbia Institute of Agrologists . The Institute governs the professional conduct of the 1500+ practicing agrologists (who are employed in areas such as agriculture, food production, environment and resource management). His previous experience includes serving as the Director of Business Development at the Canadian Co-operative Association, as CEO and General Legal Counsel at Creative Saskatchewan, SaskMusic and the Regina Hotel Association. Recipient of the Queen Elizabeth II Golden Jubilee Medal, Canadian Bar Association Community Service Award, Queen Elizabeth II Diamond Jubilee Medal, and the Saskatchewan Centennial Medal. Among other organizations, Mr. Ellson has served on the Boards of Agrologists Canada, Tourism Saskatchewan, the Canadian Council of Music Industry Associations and has appeared before the Supreme of Canada and parliamentary committees respecting legislative and regulatory amendments.

Micah Matthews (incumbent)

Micah assumed the role of Deputy Executive and Legislative Director at the Washington State Medical Commission in 2014. His current primary areas of focus include legislation, budget, communications, and policy. Micah participates in multiple industry groups including CLEAR, where he serves on the Board of Directors and as Chair of the Program Committee, a role he also held for the Philadelphia AEC. He also serves on the Board Executive Advisory committee with the Federation of State Medical Boards and Regulatory Advisory Committee and Center for Telemedicine and eHealth Law. Micah holds a B.S. of International Business from Arkansas State University, spending time in the Costa Rica and the United Kingdom studying language, culture, and economic systems. He holds a Master of Public Administration with an emphasis in health policy and completed the Certified Public Manager program through University of Washington. Micah and Megan have been married for four years and are parents to two year old Naomi. When not working on regulatory issues, Micah enjoys spending time with friends and family, making music with various groups, camping and bike riding.

Charlie Morrison

Charlie is the Manager of Policy and Research for the Ontario College of Teachers and has been actively involved with CLEAR for the last 12 years. Charlie joined the College in 1996, having previously worked with the Ontario Ministry of Education and JobsOntario Training. She is the current chair of CLEAR's International Relations committee, and led the working group that planned CLEAR's International Congress in both 2017 (Melbourne, Australia) and 2019 (Vancouver, Canada). Charlie also serves on the Executive Leadership, Regulatory Agency Administration and Board Member Training committees, and is a new Board Member Training faculty member.
