Candidate for the Office of President-Elect

I am seeking re-appointment to the Board of Directors as a way of giving back to CLEAR and bringing a European voice to the table.


Having been involved with CLEAR for a number of years, I believe strongly in the benefits of regularly meeting, networking, debating and sharing learning with equally committed regulators all doing our best to protect the public.


CLEAR’s commitment to evidence based/research regulation; to influencing policy makers and being the voice of professional and occupation regulation; is something I value and wish to contribute to.


My particular interests include:

  • Development of resilience in registrants;
  • Promoting/increasing lay/public membership involvement in the governance of regulation.
  • Preparing for interruptive technology and how regulators work in an innovative manner, within our legal frameworks and
  • Increasing the evidence-based approach to regulatory work

Barbara Bartley

Candidate for Regular Member Position on the Board of Directors
Barbara’s experience demonstrates her commitment to enhancing patient safety by promoting organizational and individual success through the core values of excellence, accountability, integrity, communication and teamwork. Barbara serves on four CLEAR Committees: Administration, Legislation and Policy Subcommittee; Executive Leadership for Regulators Committee; International Relations Committee; and Regulatory Agency Administration Committee.  Barbara recognizes that CLEAR is uniquely positioned to foster best practices for reaching regulators’ shared public safety goals, and she looks forward to partnering with CLEAR to advance this objective.

Tony Chong
Candidate for Regular Member Position on the Board of Directors

I am very honored to be considered as a potential Director for the CLEAR Board.


I have served as a Board member and Chairs of various Committees with two organizations, the Municipal Insurance Association of BC (MIABC) and the Local Government Learning Academy (LGLA).  The Municipal Insurance Association is an Insurance Reciprocal that provides coverage for claims against local governments.  The role of the MIABC Board is more than just ensuring that there will be sufficient funds to defend or settle claims.  The Board is very focused on assisting its local government members to manage their risks.  The mechanism to do this is through regular training and education.  I have learned (and hopefully contributed) a lot to the MIABC Board during the 10 years that I was a Director.


As the Local Government Learning Academy name implies, training and education are what this organization is all about.  It was indeed an honor for me to serve on this coveted Board.  While I was with the LGLA, I learned a lot about organizing Educational Conferences and what made them successful!  I was privileged to serve as Conference Chair one year where I presided over a number of sessions and panel discussions.


As an individual who is passionate about lifelong learning and continuous improvement, I am in total alignment with the purpose and principles of the CLEAR organization.  Since becoming a professional regulator for Engineers and Geoscientists in 2012, I have attended many CLEAR Conferences and webinars.  After participating in these excellent learning and networking opportunities, I find myself empowered to introduce improvements to my organization.  My interest to serve on the CLEAR Board is to build upon the excellent work of the previous Boards and Staff of CLEAR.

Tamara Richter

Candidate for Regular Member Position on the Board of Directors
I am excited to stand for election to CLEAR’s Board of Directors.  I have been involved with CLEAR, in some regard for only a few years. I have attended CLEAR Annual Education Conferences, completed board training with the Introduction and Advanced Concept to Regulatory Governance, completed the Executive Leadership Program, and also attended various webinar series.

My interest in attending CLEAR educational sessions was to become more knowledgeable in understanding regulation and best practices for public protection. The additional benefit that became apparent quickly, was the networking opportunities and connections with other regulators in Canada, United States, and various other countries. No matter where regulation exists, having the ability to connect and share mutual experiences has been invaluable.

I have great respect for how the Board of Directors has developed this organization for professional and occupational regulation and the opportunities that have been provided. I would consider it a great honor to serve CLEAR in this area of leadership as a member of the Board of Directors.

My experience in working within the regulatory environment has been in health care mainly at the College of Licensed Practical Nurses of Alberta (CLPNA). My experiences at the CLPNA have been in administration with a blend of operational and strategic experiences, which has helped me in developing professionally. I would greatly value the opportunity to utilize my knowledge, skills and experiences to assist CLEAR in meeting its mission and seeking strategic opportunities.

Stacy Lawson
Candidate for Associate Member Position on the Board of Directors
I am seeking election to the position of Associate Member on CLEAR’s Board of Directors, and I am writing to introduce myself.  As Director of Client Success at Prometric, a Baltimore-based testing organization, I have been actively involved in CLEAR since 2006.

As I got to know CLEAR, my first years were limited to engagement in the Annual Education Conference as a testing vendor and industry representative.  I experienced the excitement generated at each conference and have become increasingly involved over the last eight years, participating as a member of the Examination Resources and Advisory Committee (ERAC) and the CLEAR Program Committee (Testing and Examinations subcommittee) as well as coordinating and/or moderating several well-received sessions at recent Annual Education Conferences.  I have previously served as Vice Chair and Chair for both ERAC and the Testing and Examinations Program Subcommittee, gaining valuable experience and insight from my clear colleagues.

On a day-to-day basis, I am focused on licensing/credentialing initiatives and issues for widely varying professions, collaborating with regulators across the US who are tasked with ensuring the public protection.  If elected to CLEAR’s Board of Directors, I would welcome the opportunity to work with other members of CLEAR to review and refine the strategic direction of our organization for the next two year period.  Given all that is occurring with regulation, it is easy to see that CLEAR has an even greater role to play as a key resource for regulators and those who support their work—and I would be honored to contribute to this important work going forward.

Staci Mason

Candidate for Associate Member Position on the Board of Directors
As a hands-on and outcomes-driven professional with over 10 years’ experience in the professional licensing and regulation arena, I am enthusiastic about continuing to contribute to the strategic work of CLEAR. I believe strongly in the CLEAR mission of connecting the regulatory community for information exchange and learning opportunities. I would also like to see increased participation from other non-health licensing and credentialing programs. If re-elected to the CLEAR Board of Directors, I would remain accountable and committed to the membership while working with the Board to promote the value of CLEAR membership to other non-health licensing and credentialing programs.

Matt Turner
Candidate for Associate Member Position on the Board of Directors
I am the Director of Examination Services at the Association of State and Provincial Psychology Boards (ASPPB).  In this role, I oversee the production of licensure examinations used by psychology licensing boards in the United States and Canada. My duties are diverse and include development of budgets, contractual negotiations, item development, form construction, test delivery, volunteer supports, jurisdiction relationships, and employee and vendor management.  More importantly, I serve as the spokesperson for the examinations division of ASPPB and liaison to affiliated organizations and stakeholders such as training communities and the 64 licensing bodies that are the members of the organization. 

In a previous life, I served for 12 years in public school systems as psychologist, lead psychologist, and consultant.  Some of the work I am most proud of completing was the collaborative development of a multitiered system for better identifying and intervening with students with academic or emotional needs.  I am also a licensed psychologist and I continue to maintain a small private practice working with children and families and working on advocacy services. 

Collectively, I believe my background is a good fit to serve on the BOD for CLEAR.  My work in the school system and as a psychologist has developed a keen awareness of the need for proper and fair assessments and guidelines which has been helpful in the regulatory arena.  In addition, my time at ASPPB has afforded the opportunity to gain great insight and understanding of the needs of regulators, not only within the field of psychology but through the network of professionals working in the regulatory community.   I have learned that many of the challenges we face are similar and there is much to be learned from one another.  CLEAR is the ideal vehicle for this communication between us as a community and I would very much enjoy being a part of the how the organization evolves.

Sarah Wennik
Candidate for Associate Member Position on the Board of Directors

I am delighted to stand for election to CLEAR’s Board of Directors. Since my first mid-year meeting in 2013, I have appreciated deepening my understanding of CLEAR’s mission while serving as a resource to CLEAR’s membership through my committee participation and AEC session development.

In 2008, I began supporting regulatory clients in examination development, working with clients in such diverse professions as cosmetology, plumbing, mortgage loans, real estate, and insurance. Through these experiences, I was able to broaden my understanding of the regulator’s role in public protection, while, at the same time, serving my clients in their mission via valid, reliable, and defensible exams. Increasing management responsibilities in my own organization, combined with my CLEAR participation, has led me to an even greater appreciation for the importance and complexity of the regulatory environment here in the USA and throughout the world.

Because CLEAR has proved to be such an important and powerful learning opportunity for me, I recognize my responsibility to give back to CLEAR through my unique position as an Associate CLEAR Member and a representative bridging the gap with the Millennial generation. As an Associate Member on the Board, I will seek to strengthen the relationships between all Associate members and regulatory agency members. We can all benefit from further networking and knowledge sharing, in particular, by leveraging the deep professional knowledge of Associate members through readily accessible contributions such as podcasts, webinars, and increased participation in CLEAR Communities.

In addition, as an “Xennial” (defined as the micro-generation of people on the cusp of the Generation X and Millennial generations), I frequently find myself acting as a generational liaison, and it is with that same spirit of connection that I will embrace my role as a CLEAR director. Specifically, I seek to find ways to further engage the Milennial generation in the professional and occupational regulatory community, fostering a better understanding of the role of regulation in public protection and increasing future generations’ participation in regulatory affairs as a means of civic engagement.
