Kym Ayscough

Candidate for Regular Member Position on the Board of Directors

Kym is the immediate past President of CLEAR and, having led the Board through the first months of the pandemic in 2020, remains firmly committed to CLEAR’s objectives and its central role in keeping the regulatory community connected.

Kym is Executive Director of Regulatory Operations for the Australian Health Practitioner Regulation Agency (AHPRA); a national regulator for ~ 800,000 health practitioners across 16 professions.

As a lawyer, regulator, senior executive and Board Member with more than 20 years’ experience across a number of professions and regulatory bodies, Kym brings to CLEAR her strategic, legal, governance, financial and leadership skills. She has the passion and experience to make a strong continuing contribution to the CLEAR Board of Directors and to CLEAR’s mission to improve the quality and understanding of regulation in order to enhance public protection.

Kym’s first CLEAR event was the International Congress held in Dublin, Ireland in 2009. Since then, she has completed the Executive Leadership Program for Regulators and was instrumental in introducing a modified version of the National Certified Investigator Training program in Australia. Kym has regularly contributed as a panel member and presenter at CLEAR’s Annual Education Conferences and Winter Symposia over the last 10 years. She supported the first International Congress in the Southern Hemisphere in Melbourne, Australia in 2017 and the first Regional Symposium in New Zealand in 2018. She is currently a member of the CLEAR International Relations Committee and Regulatory Agency Administration Committee.

Peggy Benson

Candidate for Regular Member Position on the Board of Directors

When I took over as ABN Executive Officer, I created a New Direction for the ABN, the purpose of which was to create a paradigm shift in the ABN’s regulatory practice by taking concrete actions to promote transparency, collaboration, education, engagement, and active involvement of ABN board members and staff. Following my transformational leadership style of management and the principles of continuous quality improvement ensures that our organization is constantly evolving and expanding to support the Board’s licensees and promote public protection.

This has enabled us to move quickly to adapt to changes in the regulatory environment, most recently in addressing the numerous impacts of the global pandemic on the nursing profession.  I hold myself and my leadership team to high standards of hard work, honesty, trustworthiness, and integrity.  We seek to do the right thing for the right reasons, and we approach each new challenge by asking not just “Can we do it?”, but also, “Should we do it?” I devote time to mentoring the ABN leadership team, which creates synergistic returns in moving our agency forward.

The same personal characteristics and leadership skills that have allowed me to drive change at the ABN over the last several years will enable me to immediately contribute to the Board of Directors in achieving CLEAR’s strategic objectives and mission.

Never has the strategic initiative been more critical for any organization, nor has collaboration been more needed. CLEAR provides many tools, training, and educational opportunities for regulatory leaders and staff to learn and grow, which enables them to adapt to this changing environment.   As the landscape for regulation has changed in unprecedented ways over the past two decades, evidence-based work has helped regulatory boards to rise to the occasion.

My approach to management of regulation in the pandemic shows that I view challenges as opportunities for change, to educate, and to collaborate with colleagues. I can use the skills I have honed as a transformational leader to help CLEAR continue to proactively address regulatory issues throughout the country.

Lise Betteridge

Candidate for Regular Member Position on the Board of Directors

I am honoured to be standing for re-election to the CLEAR Board of Directors.

I have been involved with CLEAR throughout my 11+ years in regulation – attending the Annual Education Conference (and later the Midyear Meetings and the International Conference), taking and then becoming a faculty member in the Executive Leadership Program (this year co-instructing the first virtual pilot of the program), participating regularly in CLEAR webinars and symposia, and currently sitting on the Board of Directors and being part of CLEAR's Administration, Legislation and Policy and Executive Leadership Program Subcommittees.

I feel extremely privileged to work as a regulator during times that are not only challenging but which also present so many opportunities for regulatory learning and growth. Perhaps most important and exciting, in my view, are the opportunities to build on the advancements created in response to the COVID-19 pandemic and to take long-overdue steps to address issues of diversity, equity and inclusion as they relate to our regulatory mandates. CLEAR, by examining these issues and by promoting regulatory excellence through conferences and other offerings, plays a very important part in bringing us together as regulators, challenging us to learn, consider new ideas and perspectives, and move forward in the public interest.

If re-elected to the Board, I would be privileged to continue to contribute to CLEAR’s important work and building on the excellent work and solid foundation built by previous boards and staff.

Priya Bhatia

Candidate for Regular Member Position on the Board of Directors

I have spent the bulk of my professional career in the regulatory sector and am keen to serve on the CLEAR Board of Directors and contribute to our broader community. Through my work at the Law Society and my involvement in several regulatory organizations over the years, I have gained insights into our unique challenges and opportunities. I have valued the sharing of regulatory best practices facilitated by CLEAR through the Annual Education Conference, webinars, and other program offerings, particularly over the past year, when it was most needed. I would welcome the chance to build on this excellent foundation and explore evolving approaches to ensuring competence, diversity and inclusion, effective governance, and innovation that are emerging in the regulatory space. I look forward to bringing a user-focused perspective to the CLEAR Board that would prioritize the activities that have the most impact on regulators grappling with a complex set of demands and pressures.

Christine Gelowitz
Candidate for Regular Member Position on the Board of Directors

I am seeking appointment to the Board as an opportunity to contribute to CLEAR’s mandate of promoting regulatory excellence because I believe professional regulation matters. It matters because it protects the public from harm. And excellence in professional regulation matters because whatever is worth doing at all, is worth doing well. CLEAR’s mandate are not just words for me, it represents how I try to lead, through action, the organization I am accountable for.

I have personally participated in professional development through CLEAR. My staff has actively participated.  My governing council, statutory committee members and committee chairs have participated. We have all benefited. I have experienced first hand how the work of CLEAR can positively impact an organization’s governance. And in turn, how strengthened professional regulation can benefit both the public and registrants of a profession. Belief and understanding in good governance is how I was able to successfully lead my current organization through a business transformation to a new statutory framework that now also includes secondary oversight by a government appointed Superintendent, and mandated collaboration with other regulatory partners in the sector.

The opportunity to work as part of a governing council including serving as President, experience as a CEO responsible for all business operations of a regulated practice, personal experience as a registrant of a regulated profession, and 20 years experience working as policy maker in the provincial government has given me a well rounded perspective relative to professional regulation. I believe my experience from multiple vantage points in professional regulation will allow me to effectively contribute to the work of CLEAR and I would be honored to have the opportunity to serve.

Joe Jamieson
Candidate for Regular Member Position on the Board of Directors

My relationship with CLEAR spans over the last 15 years and has informed my practice in my multiple roles including Director of investigations and Hearings followed by Deputy Registrar at the Ontario College of Teachers, a publicly appointed member of the Council of the College of Nurses and in my current role as Registrar and CEO of the College of Optometrists of Ontario.

CLEAR has been a safe harbor where collegiality, knowledge sharing, and peer networking has informed my practice and has helped me to flourish. As a long-term member of the international relations committee, I have been able to contribute to the organization as it grows and strengthens its global footprint.

Tamara Richter

Candidate for Regular Member Position on the Board of Directors

I am excited to stand for re-election to CLEAR’s Board of Directors.  I have been involved with CLEAR, in some regard for a few years, being elected as a Board Member in 2019. The experience has been very rewarding, I was fortunate enough to attend one board meeting in person in January 2020 and then the pandemic ceased all travel. The challenges of the pandemic became felt worldwide, and also impacted CLEAR. The opportunities for CLEAR to learn and adapt were plentiful and the traditional way of learning was altered to ensure that the teaching and sharing of regulatory best practices continued. As a Board Member, participating in these change initiatives has been both educational and enlightening, while also creating a new understanding of possibilities given our changing environments.

Previous to the pandemic, I attended various in-person events that CLEAR held, engaged in various educational opportunities, adding to my understanding of regulation and best practices for public protection. In March of 2020, the pandemic impacted the ability to host education in person, hence, CLEAR began to make changes and many webinars were held to inform regulators on what others were doing to cope and adapt. It reinforced, having the ability to continue to flex and connect and share mutual experiences in regulation, is invaluable and CLEAR does this exceptionally well.

My experience in working within the regulatory environment has been primarily in health, with the College of Licensed Practical Nurses of Alberta (CLPNA). My professional experiences with the College are with administration with a blend of operational and strategic experiences, which has helped me in gleaning a broad understanding of regulation and its operational practices and in developing professionally as well. I would greatly value the opportunity to continue to utilize my knowledge, skills and experiences to assist the CLEAR Board of Directors in meeting its mission and seeking strategic opportunities.

Thank you for your consideration of my candidacy as a member of the Board of Directors. I consider it a great honor to serve CLEAR in this area of leadership as a member of the Board of Directors and please be assured of my continued commitment to the mission of CLEAR and the pursuit of regulatory excellence.

Mark Steinagel

Candidate for Regular Member Position on the Board of Directors

When I attended my first CLEAR annual meeting in 2009, as well as the accompanying Executive Leadership Program for Regulators, I gained an appreciation for CLEAR's ability to make me a better regulator. As an "umbrella" regulator my agency belongs to dozens of excellent profession-specific associations that improve our ability to regulate. But my CLEAR membership is the only one that I haven't ever been willing to delegate to my team members. Its breadth, depth, and quantity of study topics are excellent and advance my professionalism more than any other organization.

One of the best things about CLEAR is that it not only gives you excellent information and assistance, but it expects you to give back through attendance at webinars and conferences, participation in forums and chats, and membership on committees and work groups. CLEAR has improved me through my participation in each component of my agency's CLEAR membership. I would like to continue improving CLEAR through my service on the Board of Directors. My goal is to dedicate my knowledge, experience, and service to elevate CLEAR and its members, just as many others have done for me.

Adrienne Cadle
Candidate for Associate Member Position on the Board of Directors

After serving in several different volunteer positions within CLEAR, I am interested in expanding to more of a leadership role.  I have found my work with CLEAR to be incredibly rewarding, and feel like I can contribute even more to the overall vision and mission of CLEAR by bringing a Psychometric perspective to the Board.  Having worked with several licensure clients, including both state and federal regulatory clients, I bring a wealth of experience not only related to psychometrics, but to the unique challenges related to measurement faced by regulatory bodies.
