Two candidates are standing for the Office of CLEAR President-Elect


Line Dempsey

Line Dempsey is the Chief Compliance Officer for Riccobene Associates Family Dentistry (RAFD), a DSO with over 30 practices in North Carolina.  Before joining RAFD, Mr. Dempsey was the Senior Investigator for the North Carolina Dental Board for 16 years. 


In addition to his tenure at the State Board, Line has been actively involved in the Council on Licensure, Enforcement and Regulation (CLEAR) since 2004.  He is a past member of the Board of Directors, the current Chair of the National Certified Investigator Training (NCIT) Committee, and the current host and moderator for their podcast: Regulation Matters: A CLEAR Conversation. 



Marc Spector

Marc Spector is the inaugural Deputy Registrar of the Home Construction Regulatory Authority. Before that, Marc was the Director of Professional Regulation at one of the largest regulators in Ontario.  He is a lawyer, long-standing member of CLEAR’s Board of Directors, and is internationally recognized as a leader in regulating professionals.


For more than 15 years, Marc has worked exclusively with administrative and licensing bodies (including the regulators for accountants, healthcare practitioners, teachers, insolvency professionals, and tradespersons) on issues ranging from strategic management to maintaining best practices in a constantly evolving environment.


He is a frequent speaker at regulatory conferences, including this September at CLEAR’s Annual Education Conference on: “Global Perspectives: International Approaches to Creating a Modern Regulator”.

Candidates for the Regular Member Positions on the Board of Directors 

Ten candidates are standing for the three available regular member positions


Kym Ayscough (incumbent)

Kym is Executive Director of Regulatory Operations for the Australian Health Practitioner Regulation Agency (AHPRA); a national regulator for ~ 800,000 health practitioners across 16 professions.


As a lawyer, regulator, senior executive and Board Member with more than 20 years’ experience across a number of professions and regulatory bodies, Kym brings to CLEAR her strategic, legal, governance, financial and leadership skills. She has the passion and experience to make a strong continuing contribution to the CLEAR Board of Directors and to CLEAR’s mission to improve the quality and understanding of regulation in order to enhance public protection.

Peggy Benson

Peggy Benson’s 42-year leadership experience includes service as both a member and President of the Alabama Board of Nursing (ABN), where she returned as Deputy Director and then Executive Officer, a position she has held since 2015. In both roles, her professional nursing experience provided important insight into the effects of regulatory decisions on nurses and healthcare organizations. Since becoming the ABN Executive Officer, Peggy has held leadership roles with both NCSBN and the Nurse Licensure Compact Commission, as well as within Alabama. In 2019, Peggy received the CLEAR Regulatory Excellence Award. At CLEAR she has served on the Regulatory Agency Administration, Executive Leadership and International Relations committees and presented a webinar related to COVID regulatory actions.

Lise Betteridge (incumbent)

Lise was appointed Registrar and CEO of the Ontario College of Social Workers and Social Service Workers in September 2015, after serving for the previous 5 ½ years as Director of Professional Practice, Deputy Registrar and Acting Registrar. Prior to working in a regulatory role, Lise held management and clinical positions in diverse healthcare settings. She is currently a member of the CLEAR Board of Directors, President of the Canadian Council of Social Work Regulators (CCSWR) and an active member of the Association of Social Work Boards (ASWB). At CLEAR, Lise sits on the Administration, Legislation and Policy and Executive Leadership Subcommittees and is a faculty member for the Executive Leadership Program.

Priya Bhatia

Priya is the Executive Director, Professional Development & Competence, at the Law Society of Ontario where she oversees policies and programs related to entry-level and continuing competence for over 55,000 lawyers and 9,000 paralegals. Previously, Priya was the Manager of Licensing and Accreditation at the Law Society. Priya has served as the President of the Association of Continuing Legal Education Directors (Canada) and the Chair of the Ontario Regulators for Accessibility Consortium. She is regularly asked to participate in advisory groups organized at a national level and is a frequent presenter on topics of competence, licensing, and credentialing. Priya has completed the CLEAR Executive Leadership Program and has a JD from the University of Ottawa.

Christine Gelowitz

Christine Gelowitz, RPF, is the Chief Executive Officer (CEO) of the Association of British Columbia Forest Professionals (ABCFP), a role she has held since 2016. The association is a provincial regulator, mandated to license and oversee the ongoing conduct and practice of forest professionals. For the last few years Christine has been leading the association through a transformative business change which saw it become regulated in 2021 under a new Professional Governance Act after nearly 75 years of operating under the Foresters Act. Christine is also proud to be a gender champion on a national steering committee striving to achieve gender equity in Canada’s forest sector. Christine served on the ABCFP council from 2009 to 2014; including as president in 2013.

Joe Jamieson

My relationship with CLEAR spans over the last 15 years and has informed my practice in my multiple roles including Director of investigations and Hearings followed by Deputy Registrar at the Ontario College of Teachers, a publicly appointed member of the Council of the College of Nurses and in my current role as Registrar and CEO of the College of Optometrists of Ontario.

 

CLEAR has been a safe harbor where collegiality, knowledge sharing, and peer networking has informed my practice and has helped me to flourish. As a long-term member of the international relations committee, I have been able to contribute to the organization as it grows and strengthens its global footprint.

Staci Mason (incumbent)

Staci is an Assistant Vice President at the National Council of Architectural Registration Boards (NCARB). Previously she worked with licensing and credentialing organizations in the Washington, DC area as a business and management consultant.  For over a decade, Staci also served at the District of Columbia Occupational and Professional Licensing Administration, providing strategic direction to over 20 non-health licensing boards, commissions, and programs.


Staci began attending CLEAR conferences in 2009, where she has served as a moderator and presenter for conference sessions.  A longstanding committee member, most recently serving on the CLEAR Awards Committee and as chair of the Unconscious Bias Working Group, Staci believes in continuous learning and is working towards earning her doctorate in public policy and administration.

Tamara Richter (incumbent)

Tamara Richter is an Executive Officer with the College of Licensed Practical Nurses of Alberta. Tamara joined the CLPNA in 1999 and was appointed to this role in 2018. She is responsible for achieving the strategic goals and the activities within Business Services and oversees the Health Care Aide portfolio in collaboration with Alberta Health. Tamara is integral to establishing and maintaining collaborative partnerships both internal and external to the organization.

 

Tamara began her career in regulation, in working for the engineering profession and she continues to have a keen interest in this sector. She is able to offer her extensive experience, skills, and knowledge to the CLEAR Board of Directors to assist with development of understanding regulation and best practices as well as supporting the strategic progression into the future.

Mark Steinagel

Mark Steinagel was appointed Director of the Utah Division of Occupational and Professional Licensing (DOPL) in June 2009. He previously served as the Director of the Utah Division of Real Estate and earlier as a policy analyst with the Utah State Legislature. Mark's career passions are public service, public policy, and improving government. DOPL licenses more than 260,000 individuals and companies in construction, health care, and other industries. The Division evaluates qualifications for licenses, investigates complaints by consumers, and performs education and other duties related to these industries. DOPL's 120 team members strive to streamline licensing requirements for the vast majority of Utah businesses and employees who simply want to provide good service to Utah's consumers.

Candidates for the Associate Member Position on the Board of Directors

Three candidates are standing for the single associate member position


Adrienne Cadle

Dr. Cadle has worked in licensure and certification testing for 20 years.  She earned her Doctoral degree in Educational Measurement and Evaluation from the University of South Florida. Dr. Cadle is Vice President, Credentialing for Professional Testing, assisting credentialing organizations with measurement activities. In addition to her job at Professional Testing, she presents regularly at industry conferences, is a Psychometric Assessor for the ANSI National Accreditation Board’s Personnel Certification Program, and serves as the Co-Chair for the International Society of Arboriculture’s Credentialing Council. Lastly, she has been a regular volunteer for CLEAR serving various roles on both the Examination Resources and Advisory Committee and the Testing and Examinations Subcommittee, and more recently serving as a reviewer for the CLEAR Exam Review.

Sean Mathias

Sean, an executive at Prometric, is Director of Strategic Accounts that deliver exams globally and their primary responsibility if for state government licensure and certification programs. Working with clients based in the United States and Canada, Sean is responsible for developing and maintaining new and existing client relationships. Sean has been an active CLEAR member for the past 5 years, attending Annual Educational Conferences as a sponsor, exhibitor, presenter and committee member at events ranging from Denver to San Diego and points in between. Sean participates in the Mid-Year Meetings as a member of the International Relations and currently chairs the Testing and Examination Subcommittee.


Position Statement


Candidates for the office of President-Elect are also running for either the Regular or Associate seat. The successful candidate will assume the role of CLEAR's 2021-22 President-Elect. The other candidate will contest either the Regular or Associate seat.
