Micah Matthews
Micah assumed the role of Deputy Executive and Legislative Director at the Washington State Medical Commission in 2014. Micah participates in multiple industry groups including CLEAR, where he has served on the Board of Directors since 2016 and in leadership roles on several committees. Beyond CLEAR, Micah served as a member of the Federation of State Medical Boards (FSMB) workgroup on Marijuana and Medical Regulation and practitioner use policies, audit committee, and is a member of the Board Executive Advisory Committee (tasked with revising the FSMB model medical practice act). He has been named to the Digital Credentialing and Innovation Committee with FSMB for 2022-2023. Micah holds a B.S. of International Business and a Master of Public Administration with an emphasis in health policy.
Marc Spector
Marc is a regulatory executive, lawyer and board member who for more than 15 years has been a recognized leader in the regulatory space. He is the inaugural Deputy Registrar of the Home Construction Regulatory Authority after previously serving as the Director of Professional Regulation at the College of Early Childhood Educators. A member of CLEAR’s Board of Directors for four years, Marc is chair of CLEAR’s National Certified Investigator & Inspector Training Committee and active with its International Congress and Strategic Planning Working Groups. He spearheaded some of CLEAR’s policy task forces, presided over its award committees and, last year, was among the first to be appointed to CLEAR’s Working Group on Diversity, Equity, and Inclusion.
Candidates for the Regular Member Positions on the Board of Directors
Five candidates are standing for the four available regular member positions
Corinne de Bruin (incumbent)
Corinne is Executive Director, Registration Services, at the College of Physicians and Surgeons of British Columbia, serving in this role since January 2016. She is responsible for the oversight and leadership of the registration department, the licensure of physicians in compliance with the Health Professions Act (HPA), College Bylaws, and policies and procedures. This involves oversight and leadership of credentialing, licensing, certificates of professional conduct, assessment program, policy and operations, strategic planning, and stakeholder engagement. Prior to joining the College in 2012 she held management positions at the Ministry of Finance, Workers’ Compensation Board and Legal Services Society. A CLEAR Board member since 2020 and active on a number of CLEAR committees since 2017, Corinne is currently vice chair of the Regulatory Agency Administration Committee.
I am seeking reappointment to the Board of Directors to continue to contribute to CLEAR’s mandate of promoting regulatory excellence and to build on the excellent work done by CLEAR staff, previous Boards and CLEAR member organization participants.
Having been involved with CLEAR for the last six years, and with my background in licensure and regulation and my contributions with several CLEAR committees (administration, legislation and policy, international relations, and regulatory agency administration, regional symposia and the annual education conferences, I would be honored to continue bring my experience and passion for the CLEAR mandate to serve on the Board.
I particularly enjoy seeing innovative ideas about licensure, enforcement and regulation transform into CLEAR program offerings where everyone and their respective organizations, no matter the industry or profession, can impact their own regulatory environment with the takeaways from those ideas.
My areas of interest are:
- Encouraging innovation
- Diversity, equity and inclusion in regulation and licensing
- Increasing the ability of regulatory organizations to utilize information from common data sets to inform their strategic and operational business decisions
- Optimizing lessons learned from regulatory changes to inform regulatory best practices
- Promoting educational events that are timely, relevant, and varied
- Encouraging a larger audience from the global regulatory community to participate with CLEAR
Paul Byrne
Paul Byrne is currently the Head of Registration in CORU, Ireland's multi-profession Health and Social Care regulator. He has over 17 years’ public policy experience with a focus on developing, implementing, and enforcing national, and EU, regulatory policies to safeguard the interests of the wider public.
In his current role, Paul has responsibility for overseeing registration operations so that the systems, processes and requirements support the organization in delivering its statutory mandate for the protection of the public through the registration of the health and social care professionals under CORU’s remit.
Prior to joining CORU, Paul worked in the Irish Energy Regulatory for over a decade. During this time Paul designed the enforcement framework for criminal investigations related to safety, conducted criminal investigations with respect to gas safety, and was the Regulatory Manager for all gas infrastructure in the Republic of Ireland.
In addition to these duties, Paul has significant experience at an international level on key regulatory policy matters, having represented the Irish authority on a number of European Union Committees related to Electricity and Gas energy security, and regional risk assessments.
In addition to the above experience, Paul also has a number of academic qualifications in Project Management, Leadership, Digital Media, and Living in a Diverse Society.
My experience in areas such as strategic leadership, delivery of projects, stakeholder engagement, change management, and the implementation of regulatory frameworks have given me the diverse range of skillsets required for this role.
As a leader within my current role as Head of Registration in CORU, I advocate change management and good regulatory practice. As a member of the senior management team, I understand the importance of implementing mechanisms to ensure an organization delivers on its strategic objectives and legislative functions.
I ensure all operational activity complies with organizational SLA’s, KPI’s, and good international practices. I track key work priorities by utilizing an Eisenhower Matrix to ensure prioritization of urgent and important strategic objectives. Within the registration department, and its associated teams, I have embedded this as a culture. I also recognize the value in proactively using data as an enabler to drive change.
Throughout my career, I have placed a strong focus on stakeholder engagement and effective communication. I have represented Ireland on a number of international committees including the EU energy security committees, the UK/Ireland energy forum, and the EU regional risk groups. Within CORU, I have used stakeholder feedback to evolve how registration interacts with applicants and registrants. This has included the development of National Adult Literacy Agency accredited guidance documents and most recently Ukrainian guidance notes. With respect to internal stakeholders, I have designed hybrid digital training programs to facilitate new starters who join the department remotely.
In my previous role in the Irish Energy Regulator, I was the Chairperson of the promotion and public awareness committee. This role had overall responsibility for all public relations campaigns with respect to energy safety. To support this, I also undertook additional training in media skills and online digital reputation management. In addition to the above experience, I also hold a certificate in Digital Media/Online Reputation Management and I have conducted media training with Carr Communications.
My experience over 17 years has given me insight into the important responsibility of being a regulator with statutory powers. In addition to my public sector experience, I also hold academic qualifications in areas such as Project Management, Leadership, Living & Work in a Diverse Culture, and Digital Reputation Management.
I previously held a number of statutory positions, including as a regulatory criminal investigator. In each role, I made decisions based on the data available, public safety/risk, our legislative role, fairness, and reputational risk. These are the values I will take to this role.

Michael Carpenter (incumbent)
Michael is the Chief Executive Officer of the Australian Psychology Accreditation Council, which is one of the organizations involved in the regulation of health professionals in Australia. Prior to that he held senior roles with the Australian Dental Council and the Australian Federal Government’s higher education regulator (TEQSA).
An engineer by background, and originally from the UK, Michael has an MBA from Melbourne Business School and is a graduate of the Australian Institute of Company Directors. He is a regular attendee and presenter at the Annual Education Conference, is chair of CLEAR’s Regulatory Agency Administration Committee and a member of the board’s Diversity, Equity and Inclusion Working Party.
I have always gained a lot from my involvement with CLEAR and would welcome the opportunity to contribute to the board of directors for a second term to help continuing to shape its future.
All of our organizations and the professions with which we work are trying to plan and navigate our way through unprecedented times with little certainty about what the future and post-COVID normal might look like. I am particularly keen to work with the board to ensure that CLEAR’s business model is adaptable and sustainable and that we explore opportunities for expanding CLEAR’s membership and reach to further strengthen our community of regulators.
I believe that my experience of working across multiple professions as well as in Europe and Australia will allow me to make a strong contribution to the board and to build on the excellent work that CLEAR undertakes.
Andrew Charnock
I have been Chief Executive Officer and Registrar for the Occupational Therapy Board of New Zealand since 2009. At the same time I was Registrar for the Osteopathic Council of New Zealand until 2017. I manage all notifications. I have held a number of leadership roles in healthcare in the UK and New Zealand: Nursing in learning disabilities and pediatrics, Charge Nurse ITU, Senior Lecturer, Manager residential care facility, elected member for the Nursing and Midwifery Council (UK) and Director of Nursing. Previously Trustee of Hospice Wairarapa Community Trust. I bring a strong strategic element to my work and consider myself to be future focused and a creative thinker with a facilitative management style. I am always looking for alliances and connectivity. I believe in proactive governance with a facilitative operational management. I am project orientated with a strong work ethic and drive to organizational advancement.
With over 45 years’ experience in several health care settings, I would bring a range of experiences to the Director role. I would like to see CLEAR expand its geographical reach with the establishment of satellite centers. Living and working in New Zealand would provide an opportunity to reach many parts of Australasia, a perspective I would like to bring to the Board. Of particular interest is the diversity, equity and inclusion work many regulators are involved as we respond to the unique requirement of Te Tiriti o Waitangi (Treaty of Waitangi).
