President's Message

CLEAR’s upcoming midyear business meeting in San Antonio will mark the beginning of another significant year for our organization. During this meeting, more than 70 committee members from across North America and Europe will meet to plan CLEAR’s 2014 Annual Educational Conference, which will be held this fall in New Orleans, and continue the organization’s vital work of promoting regulatory excellence. We thank the many individuals and organizations who submitted informative session proposals for our next conference. The committees will conclude their review by mid-January, and CLEAR staff will be in touch soon thereafter.

CLEAR continues to provide outstanding opportunities for professional development and has offered five NCIT Basic Programs and one Board Member Training Program since the Annual Educational Conference in St. Louis. New programming has been finalized for 2014 including a Board Member Training Program in Winnipeg, Manitoba (February 6); NCIT Basic and Specialized Programs (March 10-12), an Executive Leadership Program (March 10-11), a Board Member Training Program (March 12) and Drug Diversion Investigations Workshop (March 13) in Vancouver, British Columbia; NCIT Basic and Specialized in Austin, Texas (March 31-April 2). Each training program will be offered in conjunction with the Annual Educational Conference beginning September 8 in New Orleans. Of course, other programs are in the process of being finalized and I encourage you to visit CLEAR’s website at where the latest offerings are announced first. Should you have questions about CLEAR’s educational offerings, or wish to schedule training at your own organization, please contact Molly Marsh, CLEAR’s Training Coordinator.

Building on the success of CLEAR’s 2013 Annual Educational Conference in St. Louis, we look forward to providing another excellent program next fall. Planned by regulators, for regulators, the conference offers outstanding learning opportunities for all those involved in the licensure, non-voluntary certification or registration of the many hundreds of regulated occupations, professions and facilities. I hope you will join with your colleagues—domestic and international—as we discover practical solutions and innovative research that enables us to better serve our organizations and the public we protect. Registration will open in the spring and I look forward to welcoming you to the conference in New Orleans.

Other important events for your calendar include one-day seminars providing Perspectives on Professional Discipline in Vancouver, British Columbia (March 14), Raleigh, N.C. (April 29) and Toronto (June 17). These one-day seminars will examine the challenges encountered during the preparation for, and the conduct of, discipline proceedings within professional and occupational regulatory bodies. Issues and experiences will be shared from five perspectives: regulatory body staff, prosecuting counsel, counsel for the practitioner, the discipline panel member and independent legal counsel. Through a series of presentations and panel discussions drawing on real-world examples from various professions and jurisdictions, participants will learn about the key factors necessary to ensure a smooth and fair discipline process. The seminar will examine issues associated with professional discipline including: evidentiary issues, the hearing process, penalty principles and publication of proceedings. Please note that a limited number of places remain at the event, so register soon!

It is a privilege to serve as CLEAR’s president at a time of such growth and vitality. Much of the organization’s work is done by nearly 100 volunteer committee members and I thank each of them for their considerable service. If you are a member of CLEAR and have not already signed-up for committee service, we would welcome your expertise and involvement. Happy New Year to each of you. CLEAR has an exciting 2014 ahead!
