President's Message

CLEAR’s recent telephone conversation with the Executive Office of the President of the United States concerning a budget provision, and a Supreme Court ruling involving a State regulatory board and the Federal Trade Commission, illustrate again the scrutiny and attention that is currently being focused upon professional and occupational regulation. It is within the context of these interesting times that seventy CLEAR members met in Charleston, South Carolina to plan the organization’s thirty-fifth annual conference program, and to continue the good work of the many committees involved in the resourcing and equipping of members of the regulatory community. As a result of the tremendous work of all the members of the Program Committee, we have an excellent program with numerous innovations planned for the annual educational conference in Boston. The brochures have been mailed and online registration is now open. I look forward to welcoming you to Boston, where we will meet from September 17-19, 2015.


Spring heralds the arrival of regional symposia, focused around the question: Openness and Transparency in Professional Regulation: How Much is Too Much? Among other topics, we will consider the relationships between openness and risk mitigation, between transparency and risk mitigation, and the unintended consequences that may result from complete openness and transparency. Plan on joining us at one of two North American locations:

Raleigh, North Carolina – April 30

Vancouver, British Columbia – May 14

CLEAR continues to provide a raft of professional development programming, and in the coming months will offer Board Member Training (Washington, DC: March 26; Winnipeg, Manitoba: March 27) and NCIT programs (Austin, Texas: April 7-9; Raleigh, North Carolina: April 27-29). Several additional offerings are close to being finalized, and news of all CLEAR Learning programming can be found online.


This summer CLEAR will hold its Fourth International Congress on Professional and Occupational Regulation, taking place in Amsterdam on June 25-26. The program focuses on three critical themes (Global Mobility and Entry to Practice; Governance and Accountability; and Striving for Continuing Competence), each vital to our mission of ensuring public protection. Previous programs attracted attendance from more than 130 regulators representing three continents, and enabled important international exchanges concerning issues of common interest. Registration levels indicate strong interest in the program and I look forward to opening proceedings in our extraordinary host city.

Many more activities are just around the corner for CLEAR's members. Membership renewal notices will shortly be distributed and we look forward to your continued involvement as we build further on the value of CLEAR offerings. Nominations for our Awards program will soon be opened and we invite your recommendations so we can continue to recognize those who are committed to excellence in regulation.
