CLEAR Net News

eTherapy and the Locus of Practice
Two new online counseling sites have restricted their offerings to clients that live in the same state as the therapist. With no direction from the courts, and seeking to avoid possible legal challenges,
eTherapy.com and CounselCenter.com have moved to ensure that the therapist and client are in the same state and subject to the same laws. While this may seem to negate the power of the Net to reach beyond geographical boundaries, this action provides assurances to therapists and clients that a license to practice is in effect.

Best of Web 2000
Government Technology magazine has awarded North Carolina first place in its Best of Web annual contest in the state and local government category. The contest criteria included: Innovation - use of Web based on-line technology to deliver government service; Efficiency - or time saved; Economy - or money saved; and, Functionality - (ease of use) and improved citizen access. Visit the site at

Georgia placed second www.state.ga.us and the Virginia Department of Motor Vehicles third www.dmv.state.va.us

Geologists Licensing Program
The State of Washington legislature determined in the 2000 general session that it is in the public interest to regulate the practice of geology to safeguard life, health, and property and to promote the public welfare. The effective date of the legislation is July 1, 2001. While licensing geologists is not unique, what is interesting is the website that has been constructed by the Washington Department of Licensing to provide all of the key components of the Geologist Licensing Program. This useful site may be visited at
