All CLEAR members are eligible to vote and receive a pre-determined number of ballots based on their membership category as stipulated by CLEAR's bylaws. Candidates for the Office of President-Elect
Two candidates are running for the Office of CLEAR President-Elect
Corinne de Bruin
Corinne de Bruin is Executive Director, Registration Services, at the College of Physicians and Surgeons of British Columbia, serving in this role since January 2016. She is responsible for the oversight and leadership of the registration department, the licensure of physicians in compliance with the Health Professions Act (HPA), College Bylaws, and policies and procedures. This involves oversight and leadership of credentialing, licensing, certificates of professional conduct, assessment program, policy and operations, strategic planning, and stakeholder engagement. Prior to joining the College in 2012 she held management positions at the Ministry of Finance, Workers’ Compensation Board and Legal Services Society. A CLEAR Board Member since 2020, and active on CLEAR committees for several years, Corinne is chair of the Annual Conference Program Subcommittee.

Marcus C. Erickson
Marcus C. Erickson is the Investigations Manager for the New Mexico Medical Board, where he oversees all investigations. He previously served as a Transportation State Investigator at the New Mexico Department of Transportation, and at the New Mexico Public Regulation Commission. Prior to these roles, Mr Erickson served in the Albuquerque Police Department and as a State Investigator at the New Mexico Board of Nursing. Throughout his career, he has been involved in the regulation of over 80 different professions ranging from Healthcare, Law Enforcement and Transportation. Mr. Erickson successfully completed CLEAR’s Basic and Specialized NCIT Programs and recently attended the inaugural offering of CLEAR’s new Applied Investigative Techniques (AIT) program in Austin, Texas.

Louise Aerts 
Louise Arts is the Acting Registrar and CEO at the British Columbia College of Nurses and Midwives. The College regulates 75,000 nurses and midwives—licensed practical nurses, nurse practitioners, registered midwives, registered nurses and registered psychiatric nurses. Louise has over 15 years of Executive level experience in the regulatory arena, including serving as Registrar and Executive Director of the transformation that included changes to the Midwives Regulation, a complete revision of the bylaws, and an amalgamation with the BC College of Nursing Professionals. An active CLEAR member, Louise currently serves on the Diversity, Equity and Inclusion and Regulatory Agency Administration Committees, and the Regulatory Administration and Governance Subcommittee.

Christine Arnold
Christine Arnold is the Registrar and CEO of the College of Veterinarians of British Columbia. Prior to joining the College, Christine served as the inaugural director and managing lawyer of the Access Pro Bono Society of British Columbia’s Everyone Legal Clinic, a first-of-its-kind fully virtual legal services provider and teaching incubator aimed at improving access to justice. Christine is a course author and instructor at the University of British Columbia and the BC Council of Administrative Tribunals where she teaches a variety of topics in professional regulation including administrative law, decision writing, and ethics. Christine will be speaking at CLEAR’s 2025 Annual Educational Conference.

Marlon Brown
Marlon serves as Director of Michigan’s Department of Licensing and Regulatory Affairs (LARA), which regulates nearly two million individuals and entities, including health professionals and facilities, skilled-trades and other professional occupations, corporations and securities, construction services, cannabis businesses, and fire services among others. Prior to assuming the Director role, he served as LARA’s Chief Administrative Officer and Director of Policy and Legislative Affairs. An active CLEAR member, Marlon serves on the Education and Training Committee and Regulation Agency Administration Committee. He has previously spoken at CLEAR’s Winter and Regional Symposia and will be presenting at this year’s annual educational conference.

Jimi Bush
Jimi Bush is the Director of Quality and Engagement at the Washington State Medical Commission. The Commission regulates approximately 34,000 licensees, including over 3,000 Physician Assistants. In her role, Jimi has led over 100 LEAN teams, whose work led to significant process improvements and cost savings. Her outreach work has included the development of citizen engagement surveys, rebranding strategies, communications strategies and new electronic publications. Jimi’s legislative duties have included bill and fiscal analyses, directing implementation teams on enacted legislation, and legislator relationships. Prior to her work with the State, she worked in financial roles at Columbia University, Arizona State University and the North American Center for Transborder Studies. An active CLEAR member, Jimi previously chaired the Annual Education Conference Committee.

Melissa Forward 
Melissa Forward is an Investigator at the Registered Insurance Brokers of Ontario (RIBO). RIBO regulates the professional competence, ethical conduct and insurance-related financial obligations of over 21,000 licensees. At RIBO she conducts investigations, interviews, and gathers required confidential documentation, evidence and statements of complainants, licensees and/or witnesses in accordance with relevant Federal and Provincial Acts Regulations, and By-Laws. Melissa has over eight years of Property and Casualty (P&C) insurance experience. In addition to her work as an investigator, she has been employed as an insurance agent and broker. She also volunteers as an Ambassador for LINK Canada – The 2SLGBTQ+ Insurance Network. An active committee member, Melissa serves on CLEAR’s Education and Training, and Diversity, Equity, and Inclusion (DEI) Committees.

Russ Harrington
Russ Harrington serves as the Chief Operating Officer (COO) of the College of Immigration and Citizenship Consultants (CICC), which licenses and regulates Canadian immigration and citizenship consultants. As COO, Russ is responsible for the day-to-day operational leadership of the College. He previously served in the COO role at the College of Early Childhood Educators of Ontario, which regulated over 57,000 registrants in the province. Russ has also worked in other governmental and private sector organizations and has extensive experience of sitting on volunteer boards. An active CLEAR member, Russ is a frequent speaker at the organization’s events, including CLEAR’s 2024 annual conference, and International and Winter Symposia.

Brian Tobias
Brian Tobias is Director of the Colorado Office of Policy, Research and Regulatory Reform (COPRRR), within the Department of Regulatory Agencies (DORA). He manages a team of policy analysts that reviews state programs, including those that regulate industries and professions, grants, healthcare delivery, and law enforcement programs. Brian’s work helps identify best practices across program-types with learnings used to better the lives of Coloradans. Brian is a frequent presenter and attendee at CLEAR conferences and has been active in CLEAR committee leadership (including as a recent vice-chair of the International Relations Committee) and in serving on committees and working groups.

Adrienne Cadle 
Adrienne Cadle has worked in licensure and certification testing for over 25 years. She earned her Doctoral degree in Educational Measurement and Evaluation from the University of South Florida. Dr. Cadle is Vice President, Credentialing for Professional Testing, assisting credentialing organizations with measurement activities. In addition to her job at Professional Testing, she presents regularly at industry conferences, is a Psychometric Assessor for the ANSI National Accreditation Board’s Personnel Certification Program and serves as a volunteer for several other industry committees. Lastly, she has been a regular volunteer for CLEAR serving various roles on both the Examination Resources and Advisory Committee and the Testing and Examinations Subcommittee.

Daniel Roukema
Daniel Roukema is CEO of MDR Strategy Group, a Canadian management consulting social enterprise that supports regulatory bodies with strategic communications, public engagement, organizational leadership and design, and AI strategy. He chairs one of CLEAR’s subcommittees and is editor-in-chief of The Registrar magazine. A former senior communications practitioner for several regulators, Daniel brings more than 25 years of board experience and leads complex strategic planning and governance processes. Active with CLEAR and at events worldwide since 2016, he received the Consumer Protection Award that year and led MDR to receive the 2024 Regulatory Excellence Team Award.
