Let’s face it, inspections are fundamentally about catching license/permit holders doing something wrong. Compliance monitoring on the other hand is about identifying areas of improvement and then providing owners and managers with the tools and resources needed to do things right. By shifting focus to corrections and prevention, the nature of the relationship between the regulatory agency and licensee changes, as does the licensee’s level of competence.
