Regulatory leadership demands more than technical expertise — it requires vision, adaptability, and the ability to inspire and guide others through complex, high-stakes environments. CLEAR's Executive Leadership Program for Regulators (ELPR) is a comprehensive program designed for individuals in regulatory leadership roles at any level of experience, as well as marketing and communications professionals, legislators, board members, and legal counsel who work within the regulatory space.
This program is delivered in a hybrid format that combines self-paced independent study with live, instructor-led sessions via Zoom, including role-playing activities, scenarios, group work, and discussion. Key topics include:
- Creating a positive regulatory reputation
- Building effective stakeholder relationships and mastering the art of negotiation
- Regulatory leadership styles and strategies
- Organizational culture and change
Prior to the program start date, participants will be asked to complete a brief pre-program questionnaire so that facilitators can tailor the content to the specific needs and interests of those participating. Participants will also have the option to complete an Emotional Quotient (EQ) assessment — while not required, those who complete it will receive their results prior to the program start date, providing a valuable lens through which to engage with the leadership content.
Your registration includes access to CLEAR's Learning Portal and a digital copy of the Participant Guide, which contains practical worksheets and checklists designed to support real-world decision-making and leadership that you can take back and apply in your organization.
Once you have registered for the program, you will receive a link to register for the Welcome & Introduction Session — a live Zoom session hosted by CLEAR staff. During this session walk through program expectations, how to navigate the learning portal, and what will be required of you throughout the program. Attending this session is strongly encouraged as it sets you up for success from day one.
Successful completion of this program requires attending all required instructor-led sessions and completing the assigned independent study.
In keeping with CLEAR's commitment to sustainability, all virtual CLEAR Learning programs use eBooks in place of printed materials.
Technical Requirements
To participate in this program, you will need:
- A PC (Windows 8 or later) or Mac (macOS 10.13 or later)
- The latest version of Google Chrome, Microsoft Edge, Apple Safari, or Mozilla Firefox
- A reliable wired or Wi-Fi internet connection
- A functioning microphone and webcam
CLEAR strongly recommends against using MiFi devices or VPN connections due to bandwidth requirements.
Cancellation Policy
Substitutions are welcome at any time prior to the program start date. Cancellations are subject to a $95 USD service charge. No refunds or credits will be issued for cancellations made less than two weeks before the program start date. By registering, you acknowledge and agree to these terms.
