Vermont adds inclusive training requirements for cosmetology

Vermont has enacted new legislation requiring cosmetology and barbering schools to include training on textured hair—encompassing curly, coily, and wavy types—within their standard curricula. The law, which mirrors requirements recently adopted in Washington and Maine, will take effect within the next 12 months. This move addresses a long-standing educational gap: many beauty professionals lack the skills to properly care for textured hair, which represents about 65 % of Americans’ hair types. The initiative was supported by the Textured Education Collective—a coalition of industry leaders including Aveda, DevaCurl, L’Oréal USA, and Neill Corporation—and championed by Vermont Secretary of State Sarah Copeland-Hanzas. Advocates note the change will increase both inclusivity in training and the ability of stylists to meet the needs of all clients.
