Guam introduces new licensing pathway for internationally trained physicians
Guam’s new licensing pathway for internationally trained physicians is moving toward implementation but still requires clarification of several statutory and administrative issues. Established under Public Law 38-107, the pathway will initially focus on physicians practicing at Guam Memorial Hospital during an 18-month evaluation period, with potential expansion to other government facilities considered individually. The Guam Board of Medical Examiners has identified questions involving immigration and work authorization, controlled-substance registration, reimbursement, liability coverage, staffing and funding, education and examination requirements, and conflicting statutory provisions concerning limited licenses; some issues may require interpretive rules or future legislative amendments. Although no physicians have formally applied yet, the board reports significant interest from internationally trained doctors, including some who have already begun immigration processes. Separately, the board plans to soft launch an online professional dashboard that will allow applicants and licensees to manage applications, documentation, and renewals, with an onboarding process intended to establish and verify licensee information before the next renewal cycle.
