Illinois: annual report on cannabis regulations

Performance/Legislative,

The Illinois Department of Financial and Professional Regulation and the Cannabis Regulation Oversight Office released the state’s 2026 Annual Cannabis Report, outlining regulatory activities, industry growth, public health initiatives and economic development efforts during Fiscal Year 2026. The report highlights the passage of SB 3222, the Cannabis and Hemp Omnibus, which expanded medical cannabis access through adult-use dispensaries, added qualifying medical conditions, reduced certain certification fees and regulatory barriers, and increased transparency in business ownership. Consumer demand continued to grow, with adult-use dispensary locations increasing by more than 10 percent during the fiscal year as the state issued 29 operational licenses. Regulatory oversight expanded alongside the industry, with the Department conducting 755 dispensary inspections, compared with 625 in the previous fiscal year, and adding investigators and inspectors to support enforcement activities. The report also details state investments in cannabis research, public health education and analysis of the health and behavioral impacts of legalization, drawing on contributions from multiple state agencies involved in licensing, regulation, public safety and public health.
