Kuwait: modernization of healthcare regulation
The health minister of Kuwait has approved a new decision establishing general conditions and controls for licensing medical, nursing, and allied health professions across both government and private sectors. The measure — grounded in existing law — aims to modernize the licensing system, provide a unified legal and procedural framework, and enhance professional governance, with the goal of safeguarding patient safety and ensuring consistent quality of care. The new rules cover licensing for doctors (including Kuwaiti and non-Kuwaiti, visiting or substitute physicians), procedures for license renewal or transfer, work outside official hours, as well as licensing requirements for nurses and related professions. Additional provisions address professional promotions, adding job titles, and conditions under which licenses may be cancelled, reinforcing standards of professionalism and regulation throughout the healthcare sector.
