Universal Licensure Recognition: A Case Study

When state licensing requirements vary, it can be challenging for workers to practice in their profession. Recognizing this challenge, roughly 20 states have enacted universal licensure recognition reforms with the intent of making it easier for licensed professionals to move among states and continue to work. To shed light on this emerging policy, the Federal Reserve Bank of Minneapolis explored the experience of Montana, a state in our district, which recently enacted ULR reform in 2019. We found that Montana has been issuing a growing number and share of licenses by endorsement, but it was difficult to isolate the specific impact of ULR. To supplement the ambiguous quantitative analysis, we carried out a series of interviews with Montana licensing board staff. The conversations highlighted that implementation was uneven across boards and depended on baseline practices and leadership.
