In this article, the authors argue that "licensing, when used strategically to benefit disadvantaged communities, can be a powerful weapon against inequality. We provide a framework for expanding licensing regimes to reap the benefits of competition and to diversify licensed industries. More accessible licenses can help low-income and minority license holders enter new professions at a lower cost, provide a path to higher income, and create a community with shared resources and information. In an increasingly unequal society, inclusive licensing can fight anti-competitive labor practices while contributing to the welfare of both workers and consumers."
