Idaho considers changes to Contractor Registration Act

A group of Idaho homebuilders, led by the Idaho Home Builders Association, is advocating for legislative changes to the state’s Contractor Registration Act to close what they describe as a loophole that allows unscrupulous individuals to exploit the current registration system. Under existing law, the registration requirement is intended to track construction contractors and provide a mechanism to discipline those who act dishonestly or incompetently, but critics say minimal requirements—such as low barriers to registration and limited enforcement authority—have left consumers and reputable builders vulnerable to “bad actors.” The proposed changes being discussed at the Idaho Legislature would strengthen oversight of contractor registration, clarify standards for compliance and empower regulators to better police unregistered or poorly performing contractors, with the aim of improving consumer protection and industry accountability.
