Canada: new evaluation framework for internationally-trained physicians

Education & Training, Entry to Practice, Mobility,

The Federation of Medical Regulatory Authorities of Canada (FMRAC) has recommended recognizing the medical education, postgraduate training, specialty certification and regulatory systems of Belgium, Denmark, Japan and Germany as comparable to those in Canada. The recommendation follows the introduction of a common, evidence-based framework for evaluating international medical training and regulatory systems, with the aim of reducing duplicative assessments and potentially accelerating licensing pathways for qualified physicians while maintaining standards for professional competence and patient safety. The recommendation does not confer automatic licensure, as provincial and territorial medical regulators retain authority over licensing decisions and requirements. Implementation and eligibility will depend on the relevant jurisdiction, specialty, credentials and experience. The initiative reflects efforts to improve access to qualified internationally trained physicians while maintaining regulatory oversight and consistent standards for medical practice.
