Joint NRCoP & New Zealand Ministry for Regulation event

CLEAR Announcements,

National Regulators Community of Practice & New Zealand Ministry for Regulation present a joint online event on October 29.

Governments across Australia and Aotearoa New Zealand are reconsidering how regulatory responsibilities are organised. The starting question should be the outcome being sought. Is the aim to reduce cost, improve regulatory performance, simplify the experience for regulated communities, address fragmentation or create clearer accountability? Looking at the regulatory system as a whole can show whether consolidation is the best response, or whether changes to coordination, legislation, service design, information sharing or system stewardship could deliver the same outcome with less disruption.

This joint National Regulators Community of Practice and New Zealand Ministry for Regulation event is grounded in The state of New Zealand’s regulatory systems, the first comprehensive picture of New Zealand’s regulatory landscape. The report maps more than 260 organisations performing regulatory functions and shows where responsibilities are concentrated, fragmented or subject to coordination pressures.

Secretary for New Zealand’s Ministry for Regulation, Gráinne Moss, will explain why the Ministry undertook the review, what the mapping reveals and how a shared evidence base can support better decisions about regulatory design. Erin Williams and Eugene Henry will bring an Australian implementation perspective, including lessons from Victoria’s current consolidation program and the establishment of Safe Food Victoria. Together, the panel will consider when consolidation may improve regulatory performance, when it may not, and what leaders need to understand before committing to structural change. Participants will leave with practical questions to test reform proposals, from clarifying the intended outcome and mapping system relationships to sequencing the transition and defining what must work on day one.
