Oman establishes licensure for oil and gas sector occupations

Oman’s Ministry of Labour, in coordination with the Ministry of Energy and Minerals, has announced that beginning September 1, 2025, individuals employed in or seeking employment in 43 specified technical and operational roles within the energy and minerals (oil & gas) sector must hold a valid professional practice licence issued via the Energy and Minerals Sector Skills Unit, represented by the Oman Energy Society. This licence will be a mandatory prerequisite for both issuance and renewal of work permits in these roles—without it, permits will be denied. The measure aims to enhance workforce competency, uphold safety standards, and align with nationalisation efforts to professionalise the sector and ensure labour quality. The affected roles include positions such as HSE advisor, crane operator, mechanical or electrical technician, driller, welder, CNC machine operator, and other specialized craftsperson and technical support professions.
