Utah: changes to wildlife professionals regulation
Utah has implemented updated licensing and registration requirements for individuals who are compensated to assist with hunting or fishing on public land in Utah. A law passed in the 2025 legislative session transfers oversight of hunting and fishing outfitters, guides and spotters from the Utah Division of Professional Licensing to the Utah Department of Natural Resources and requires anyone earning at least $100 for these services to obtain a Certificate of Registration (COR), complete an orientation course, hold a valid Utah hunting or fishing license, and pay the appropriate fee.
