Canada: temporary exemption for qualifying studies of professional training
Canada has introduced a temporary exemption allowing eligible foreign workers in three occupational groups—trades, nursing and laboratory technology—to undertake qualifying studies or professional training lasting up to six months without obtaining a separate study permit. Announced by Immigration, Refugees and Citizenship Canada on September 9, 2026, the measure is intended to simplify access to short-term education needed for skills development, certification and professional licensing. The exemption is scheduled to remain in effect until December 31, 2027, and applies only to workers who meet the policy’s eligibility conditions and comply with their existing work permit requirements. It does not waive occupational licensing, certification or registration standards, guarantee authorization to practice, or create a new pathway to permanent residence. The measure may help internationally trained professionals complete required training while working in Canada, while leaving responsibility for assessing qualifications and granting professional credentials with the relevant regulatory authorities.
