Pennsylvania considers bill for Counseling Compact

Pennsylvania’s House of Representatives has approved House Bill 668, which would allow the state to join the National Counseling Compact. This reciprocal licensure arrangement, active in 37 other states, enables licensed counselors to practice across state lines without obtaining separate licenses, based on mutual recognition of credentials .

The bill aims to expand access to mental health services in underserved areas—where over 62% of Pennsylvania communities lack sufficient providers—while reducing wait times and improving continuity of care . Supporters emphasize benefits for mobile populations, including college students, travelers, and military families, who would be able to maintain consistent counseling relationships through in-person or virtual sessions.

The measure now advances to the Senate for further consideration.
