Kuwait introduces medical and dental exam requirements

Examination Issues, Regulation by Country,

Kuwait’s Ministry of Health has approved a new regulatory framework requiring all newly graduated doctors and dentists to pass national licensing examinations before being appointed to clinical positions, with the policy set to take effect in 2027. The reform introduces standardized exams—the Kuwaiti Medical Licensing Examination (KMLE) for physicians and the Kuwaiti Dental Licensing Examination (KDLE) for dentists—as mandatory prerequisites for entry into roles such as resident physician or assistant registrar. A new examination council, operating under the Kuwait Institute for Medical Specializations, will oversee the development, administration, and governance of the exams, with participation from academic and healthcare experts. The initiative is part of a broader effort to modernize professional licensing, align with international competency standards, and strengthen patient safety by ensuring that all practitioners, including expatriates, meet consistent qualification benchmarks before entering the workforce.
